Gov’t to introduce health insurance in Ethiopia

Health Insurance is going to be introduced in the near future in Ethiopia after the Council of Ministers approved the draft proposal presented by the Ministry of Health.
The health insurance is classified into two types: social health insurance and community based health insurance.

Social health insurance caters for all employees in the country on the payroll of private and public institutions. It will be mandatory for taxpayers to take out the insurance. The costs will be covered by funds collected from individuals, employers and government subsidies.

Community based health insurance deals with people that are not registered as taxpayers, which often includes farmers. These people can choose whether they want to receive the service.

According to the draft proposal, an agency to control the scheme is to be set up in the near future.

Premiums for the health insurance scheme are calculated according to the income of members, but the benefits are the same for all.

According to the proposal, plastic surgery, teeth problems, and dialysis are among the identified treatments that are not going to be covered by the insurance.

It has not yet been decided whether the health insurance will cover dependents of members.
According to the plan, patients could go to specified medical service providers, a hospital or a clinic, and the insurance firm and the patient would each pay a portion of the medical bill, as contracted. This scheme would only apply for outpatients that are being treated outside the health facilities. According to the proposal outpatients would pay a minimum of 10 per cent of the total payment. This is done to minimise abuse of the insurance scheme. However, patients being admitted to hospitals will not pay anything as they are admitted to the hospital on the referral of a doctor, eliminating opportunities for abuse.

Why can’t we change IQUBs to organize community based health insurance by keeping 5% or 10% of the weekly or monthly IQUB payment. Also their coud be a posiblity of turning IDERs to be a govt subsidized community health insurance,as long as if the govt or sponser organizations can pay atleast half the cost.

It is a good idea to initiate health insurance.I am not comfortable with the following phrase'’It will be mandatory for taxpayers to take out the insurance.'’Would it mean that there is no room to opt out for tax payers? If that is the case,it would rather impoversih the government employers rather than being of help to them.From the little salary they get,they are gonna pay for health insurance.

Therefore,Health isurance should be based on demand!
