U.S. Non Immigrant Visa Procedure Change Notice

Beginning 31 July, 2013, the U.S. Embassy in Addis Ababa, Ethiopia, will implement a new procedure to simplify and streamline the visa application process for those traveling to the United States. There will be no visa appointments on this day. The new services will be available through the website http://usvisa-info.com or by calling a local phone number to schedule a Non-Immigrant visa application submission appointment. The new website will also provide payment instructions to complete the U.S. visa application fee.
The U.S. Embassy in Addis Ababa strongly advises all visa applicants who have paid the U.S. visa application fee through Bank of Abyssinia, but have not scheduled an appointment, to schedule their visa appointment on or before 29 July, 2013. Visa applicants who cannot schedule their appointment on or before 29 July, 2013, should wait to pay the visa application fee and schedule an appointment until after the new procedure is fully implemented on 31 July, 2013. Paying the visa fee under the old system, pre-31 July 2013, and scheduling under the new system, after 31 July 2013, may require applicants to pay the visa fee again. The visa application fee will not increase with the coming changes.
Specific details on the new visa application process will be announced closer to 31 July, 2013, on the U.S. Embassy’s website. The implementation of this new system is part of our efforts to continually improve our service for our visa applicants.

Not sure if this article is accurate. If you go to the US Embassy in Addis’ website and look at their “2013 Press Releases” section you will see no mention of the news above.
Also, all government websites in the United States end with a “.gov” extension, not a “.com".
Never mind. I see it now. It is not listed as a “Press Release” on their website, it is just listed under “VISA news".
