In the past few days news started coming out that "environmentalists" were vehemently opposed to the development of hydro power plants on the Gibe river. Dear reader you may ask "What took them so long?!!". Sorry for the delay, but you see they were busy somewhere else. With the Amazon Rain Forest which needs immediate saving, the Three Gorges Dam project to be condemned, chasing Japanese whaling ships across the oceans, not to mention the Sumatran Slug that needed rescuing, they were spread a little thin and they apologize for the inconvenience. Why do we Ethiopians think that we should be at the front of the line and always insist that we be a priority case anyway?

It was in total disbelief that we read these pronouncements from the "Friends of the Earth" crowd. They have become so brazen, so in your face that nothing and no one is spared their venomous attack. These self appointed guardians of the planet have gone so out of control that they have started dictating policies to countries who depend, at least for the time being, on the goodwill of western nations and their financial institutions. It is one thing to protest about tax payer's money being spent on projects in foreign lands and quite another to interject one self, uninvited, in the transactions between sovereign nations and willing private financial institutions. It is a sad day indeed to see these self loathing and guilt ridden individuals take the mantle of the sweet sons and daughters of the west who said "HELL NO!" to apartheid. What a crying shame that these are the inheritors of a once brave, proud and selfless movement for justice.

So what was in the news that got us so worked up and foaming at the mouth you ask dear reader. Well, according to those who have taken it upon themselves the duty of saving planet earth from calamity, the construction of the Gilgel Gibe III dam is an affront to "mother nature" and an unmitigated disaster. They presented their reasons why they are so opposed to the project and it is out there for all to see. It is so laughable, so infantile an argument that others would have dismissed it as "oh! it is just another green garbage of a story", and rightly so. We can not afford to do that, not yet. We can not allow these modern day Druids ram their cultish beliefs down our throats. Dear reader here are some of the "profound" and "well thought out" reasoning of theirs.

Communities

The EIA [Environmental Impact Assessment] reports that 400 households will be displaced, and social and commercial exchange between communities on different sides of the river interrupted. The NGOs allege inadequate consultation, in particular with 275 nomadic households which they say have not been considered for consultation or compensation.

For a moment we thought that there must be a mistake about the quoted numbers. We read again and it is 675 households that will be affected by the project! The way they tried to portray the whole thing was that it sounded as if thousands have been put to the sword! More, a lot more have been displaced to make way for a public road. A hell lot more have been truly displaced for political reasons. But displacement is not the real reason why the "enviro-warriors" are up in arms. We will address that further down. Let's stay with the issue they have raised and give it some context. Let us say, for arguments sake, that each Gibe household has 10 people. That will be 6,750 souls affected by the project. Never mind that a good majority of them can and should be, by design, direct beneficiaries of the project. Now let us see what another famous hydro power project encountered in the way of displacement.

The Aswan High Dam, Egypt: Displaced some 90,000 people and flooded great archaeological sites (Debod Temple, Temple of Dendur etc.), produces 2100 MW of power on a good day and regulates irrigation down stream. Now compare that with Gilgel Gibe III, a power plant that will produce 1870 MW of power and which will displace 6,750 people. A simple arithmetic shows that Gilgel Gibe III has 12 times less impact! But dear reader when was the last time you heard Egyptians being chastised for their desperate effort to manage the Nile river as they wish so as to stay a viable nation state?

Energy Exports

The NGOs say that Ethiopia's infrastructure will not be able to absorb the extra electricity from the dam, suggesting that most will be exported, which they call "a questionable priority" for the country given its development situation.

How can anyone who claims to speak on behalf of the planet be so monumentally dense? This must be a first in mercantile history of nations that a country is brought to task and asked to explain itself why it is trying to export excess production of a universally sought after natural resource. Since time immemorial the production and export of more goods and services than a particular community or nation can possibly consume has been the ultimate goal of all economic endeavor. And through the proceeds from this transaction acquire goods and services that the community or nation does not produce. Even such rudimentary concept of economics seems to be beyond the grasp of the "save the planet" gang!

It was only a few days ago that the news media were hyperventilating about "South African gold mines grind to a halt!!", "Mozambique cuts power to Zimbabwe!!" etc. and here you are dear reader, you stand accused of trying to export excess power to neighboring countries who desperately need it and are willing to pay a premium price for it! They do make it sound as if Ethiopia is hatching this nefarious plan to send across its boarders a lethal and toxic product! But that is NOT the way it is portrayed when it is done by the western nations.

Here is an example. In a recent article on waterpowermagazine.com you will find this.

Minnesota Power said that the long-term deal would require construction of hydro power plants in northern Manitoba and major new transmission links facilities between Canada and the US.

In a statement, Don Shippar, chief executive of Allete, the parent of Minnesota Power, said: 'We are pleased to co-operate with our neighbour and long-term utility partner to secure this clean, carbon-free energy resource for our customers.'

Now let us look at the other half of their "rigorous" analysis. "Ethiopia's infrastructure will not be able to absorb the extra electricity....". When was the last time that any nation built its industrial base and sat and waited till an energy source to operate them is found! Where does this twisted logic come from. Obviously these folks do not have the slightest clue how hydro power plants are brought on line to their peak capacity as demand grows through time. Ethiopia with electricity coverage of less than 20% at a level of 27KWh/yr per person (Canada 16047, Egypt 1042) should be the last nation to be accused of lacking absorption capacity. But then the slogan mongering enviro crowd was never known for logical thinking.

Emissions: The dam will create a 150 kilometer-long reservoir upstream, submerging 500 hectares of agricultural land, 1,500 hectares of riverine forest and 25,000 hectares of deciduous woodland, according to the NGOs. The EIA states that 20.4 million cubic meters of biomass would be left to decompose underwater, which the NGOs say would cause "a significant amount of greenhouse gas [GHG] emissions" from the reservoir. They say no analysis of the GHG emissions from the reservoir has been carried out, which would be in violation of JPMorgan's requirements under its environmental policy.

Now at first glance, one will be tempted to conclude that the Gibe project is a disastrous undertaking. And that, dear reader, is the exact intent of the accusation. Numbers are quiet misleading unless and otherwise they are analyzed comparatively. For a similar power output the Aswan High Dam created a reservoir 550 kilometers long! 500 hectares of agricultural land is held by just 4 family-sized farmsteads in the US! Had Ethiopia chosen to produce 1870MW of electric power from coal fired plants, it would have pumped 9 million tons of toxic and green house gases into the atmosphere annually!! Dear reader compound that over the average life time of a hydro power plant (say 70 years) and we hope you will get a clearer picture.

The whole "environmental movement" has found a new sledge hammer with which it can clobber developing nations and threaten spineless politicians of the west. It seems that leaders of nations and financial institutions would prefer to be accused of child molestation rather than be labeled as "unfriendly to the environment". Would it be an exaggeration if we say that the age of "enviro-fascism" is upon us?

Questions over the procurement process:

Under Ethiopian law and international guidelines, an international tender should have been issued by for the construction of the dam. Instead, the Ethiopian Electric Power Corporation (EEPCo) signed a contract with Salini after direct negotiations.

Just when we started thinking that our enviro-friends have more issues about the well being of the planet, they change their tune and sound like the legal representatives of construction companies that were not invited to take part in the project! Ethiopia is hardly the birth place of no-bid contracts. Nations do it all the time and for various reasons. It is a sovereign nation's prerogative to strike the best deal possible and the nation's interest is paramount.

Do these groups seriously think that we believe them when they scream "We care about the Gibe pastoralists more than you do!"? Do they really delude themselves to this extent? Apparently so!

Dear reader we wanted to spare you the agony of reading the next "argument" of theirs, but if you have come so far you might as well read the ultimate insult hurled at us.

Alternative: As alternatives to Gilgel Gibe 3, campaigners are advocating a major effort to increase the supply of cooking fuels to rural communities

It does boggle the mind does it not!? The very same people for whom "fuel" is a four letter word, the very same crowd that advocates the end of hydrocarbon fuel use is now suggesting that an ocean sized supply of cooking fuel be found for rural communities of Ethiopia post-haste! The campaigners who claim that the earth is on the verge of collapse because of carbon emission have come up with this "brilliant" and life changing solution. Does ignorance cause such a lapse of judgment or do we ascribe it to sheer insanity?

What is so vexing and so thinly disguised is the utter contempt they have for poor nations! It does not require any leap of imagination to see through that "alternative". Dear reader what they are really saying is "Curb your enthusiasm!! You are here on the planet by some freak chance of mother nature. All you need to do is somehow survive till mother nature corrects the anomaly. In the mean time, here, have some cooking fuel!". What they are really saying is "Forget your aspirations for your children to go to school and never mind that small clinic you are dreaming of having in your village, it is not going to happen".

The philosophical underpinning of the movement that calls itself "friends of the earth" is no less heinous than Nazi ideology! It claims that certain part of humanity is a scar on the face of "mother earth". The poorer the society, the uglier the scar. Deny those societies the wherewithal to bring themselves out of poverty and they will disappear, sooner or later, but the sooner the better. In the mean time "give them cooking fuel"

These dear reader are the people who shed reservoir full of crocodile tears for our misfortune. These are the folks for whom the ultimate self-sacrifice means becoming vegetarian (so was Adolf Hitler by the way). This new dogma has become so prevalent that any challenge to it is considered anathema. Never forget dear reader only a while back their fathers and elder brothers sold us "scientific socialism". And we all know what a resounding success that was!

And our message to all those who work on the Gibe projects is:

"Full steam ahead YE-WENZAY-LEJ"

Regardless of what outsiders say, Ethiopia has the right to pursue what it believes to be beneficial for it's people. when I say outsiders, that includes those of us who left our country for better life. the minute you leave your country for better life, it means you could not stand the heat and that makes you less relevant to Ethiopia than the people who are dealing with the real issue back home. Good writing for us not for greedy western created so called environmentalists to keep the west benefit intact in any cost.

When it comes to the developing nations, it is not about Environment. But stopping development there thinking under developed nation consumes less and this way the environment would be protected in order the west to consume as much as they can.

At what level is the average Ethiopian environmental negative effect? They are just with another name like some NGOs to affect Africa pretending they are doing this all in the name of helping them.

We are not living in the past centuries. We are in the 21-century for sure that will be the African century. The sun is getting down in the west while rising in the east and getting high, warm and hot in Africa all seasons.

Don't give them any chance to disrupt. Do what you can. China, India, Japan, Russia and others are there to work with them based on respect and mutual benefit.

Big appreciation to the Ethiopian govt, EEPCo and anyone involving with the construction of these very valuable hydro E.power dam. Keep and speed up the work including with other major projects. Don’t defeated by the enemy who hates development there thinking they would lose superiority, saying and doing anything they like in any time and places about Ethiopia including damaging her image in front of the world (BBC). China got confidence, good life and respect from west through development. What the west don’t like in Africa is development. If Ethiopia was developed, no one could immigrate to the cold and racist western nations and they wouldn’t behave the way they are doing including in Ethiopia using their assistance as a tool in the name of assistance. They will try everything to keep this kind of relationship as long as they can. That is keeping development away from the country and let the people live with disunity. Because development is the tool to unite people as we see in USA all races are living together in harmony, while in Africa people are creating conflicts based on Ethnicity.

Long live the Ethiopian govt to do the right thing for all Ethiopians as one people and one nation as we all look the same naturally.

Wow! What an impressive piece of work! It is a really well-researched and well-written article. It does too much of polarization though. There is no doubt that the environmentalists are doing what they think saves the planet. Apparently, their blind submission to the cause of 'the planet' strips them of their good judgement and reasoning, for which this case can be an example. Aside that, I see no need to equate them with Adolf Hitler.

I would really like to advise Semeon to tone down the polarizing aspect of the article and disseminate it through other media as well. That way, it could serve as a very nice counter-reply for the overwhelming current buzz against Gibe III.

Having addressed that I have to say that this is the first time I feel so profoundly proud as to what the woyane gov't have done. Even though it would be inappropriate to give every bit of the credit to the gov't as whole but rather to the individuals who dedicated ever bit their knowledge and time to this project, I've to admit this isn't in agreement or coinciding with woyanes hateful attitude towards emayee Ethiopia. And also even if serving Ethiopia doesn't lay in their best interest I would like to thank them for not letting this project stay an Alice in wonderland alike fantasy project it's been since its inception some 30 years ago. This will light up our home Ethiopia. I don't see anything bad in it. The worst scenario can't be worse than seeing, after its completion, hodam woyanes ripping the benefit of this project instead of my poor people which isn't so bad knowing that Gibe's non-existence wouldn't make life easier for Ethiopians. But ultimately I believe this is in the best interest of Ethiopia/Ethiopians and may Amlak make it stay that way.

Some of the "green" people have now, for quite some time, been known for being the only weapon of the west against rising powers and nations around the world. Case in point is this one which clearly shows that their bickering and squabble against Gibe III is as much due to their commitment to mother Earth's health as meles is representing our homeland. Obviously these bunch of lutic morons are agents of the devil incarnate itself egypt now masquerading as "green" morons coming through Kenya for a change. Their beef isn't between Gibe and its impact on the near by society or the environment but what this means to Ethiopia and its inevitable rising status in the horn along with Gibe and other similar projects. We only submit to our Almighty Creator and if we have to defy the will of the rest of the world so be it, believe me this is Ethiopia, a grave yard of giants, patriots and lion alike heroes, we will. We haven't lost it, its engraved in our blood running through our veins. We don't need your support, we never did only leaders to beggars of the past and present made us look needy.

One only needs to read/google a book on environment physics or something and a properly function thing between the ears to find out that hydro is one of the least environment hostile source of pure energy i.e. electricity. The only two sources that beat it are solar panel and windmill produced ones. But when it comes to efficiency they both are grossly overridden by hydro which btw is ironical knowing that the sun is the primary source of all three but solar panel is ineffective despite direct conversion.

The conversation continued and reached about the Nile.

The discussion took long and he gave me more additional ideas I already knew about the Egyptian attitude towards Ethiopia.

The point is that conflict inside any country or between countries will/can not be a solution. Discussion, understanding and working together based on mutual benefit are the right answers. We all know, Egyptians and North Sudan’s life is 100% dependent on the Nile. Up to 95% of the water comes from Ethiopia. The Nile issue to them especially Egyptians is the life or death; Existence or non-existence issue. But for Ethiopia, it is another additional excess fresh water from God.
We have Awash, we have Omo, we have wabi Shebelle and we have many more big rivers that can be more than enough for the entire Ethiopian fresh water consumptions including for agriculture and animals.
What we have to do with the Nile is that we have to make clear to the Egyptians that it is up to the Ethiopians not any body else. That means they have to stop affecting Ethiopia in many ways including supporting anti Ethiopian elements along side with Shabia as they are doing for past 40 years. Sudan was the first and Egypt the second recognizing Eritrea as a state. This shows they are the number one and two enemies to Ethiopia. They must change their old habit towards Ethiopia completely and be true and trusted friend to work together in Economic and political fields for mutual benefit.

The main reason that we are having such epicly polarized and highly politically charged society is because either of both political camps are not matrued enough to atleast have some time to try to understand each other. When one party is suggesting a slightly different scenario or angle of perspective, the other group would immediately rush to label that person or group as enemy of the state without even trying to understand its objectives, motives and intentions. At least, it would have been more civil of you if you would begin your idea by saying that the motives of those people on the other aisle or those having environmental concerns is genuine and sincere even if they misunderstood some facts about the situation. Then you can lay out your facts and strong arguements that you believe others have bungled or misunderstood.

I can't believe that you have painted all the diaspora with the same brush of not yearning and craving to see the development of their country. And such assertions would never bring us together as a country and wouldn’t let us overpower all our developmental hurdles.

You outrightly labeled, even those Ethiopians, having some environmental concerns about the project as enemies of their own country. Atleat, politics aside, we both have to recognize the fact that such projects are paramount to the development of Ethiopia as long as they are environmentaly, socialy and economicaly feasible. And there is no any project that wouldn't wield any social, economic, ecological and environmental impact. The bottom line is that we have to weigh meticulously the social, financial, environmental and economic costs and benefits of the project for the projected life time of the project and rationalize our judgement in a way that would optimize our benefit.

A very perturbing fact in regard to this particular project, however, is that both the environmentalists and the project executioners couldn't satisfactorily lay out solid, objetive and persuasive scientific facts to dissuade the other side. What they are talking is very subjective and very presumptous and extraneous anecdotes. I was at first a little concerned about the environmental impact the project might have within the country in view of all the outcry by some media outlets, but I finally came to understand that the benefits of the project to Ethiopia ineffably outsmarts the social and environmental impacts. I believe the country would benefit a lot from this hydro-electric power plant and we( even those in the diaspora that you unscruplously labeled as the enemy)would also like to see some more power plants in the country so that we can harness our potential to the maximum.

I believe the country would also learn immensely from this experience for its future development endeavors especially with projects involving a lot of stakeholders. I believe those who are excuting the project could have dissuaded the media outcry so easily if they were able to clearly portray the anticipated social, economic and environmental impacts and the project’s strategies and estimated costs to mitigate these impacts.

Hardtalk, one other thing worth mentioning is that if there is indeed a burgeoning gap and intensifying acrimony between your regime and the diaspora it is solely the failure of your regime not to be inclusive and be able to accommodate the political and economic interests of this group, even if you don’t like it is getting economic and political might and momentum from time to time. Credit must be given when it is due. This is a very realistic and commendable move by every entities who participated in planning, financing and building this dam. This includes the government it self. Although I don't agree with the writer’s comment entirely but there are many substances that make sense in his article.

Today one of the obstacles facing developing nations in their quest to beat poverty and becoming self reliant is balancing their enormous drive and need for economic growth and in the mean time keeping the environment clean and safe. These are rather unpractical oxymorons to over come. Obviously the third world government’s including Ethiopia have to set tight environmental regulations but keeping the environment safe to meet the standards of “Friends of the earth” is almost impossible. Who would have dared to quiz America's environmental standards during the 20th century when coal was the main source of energy or Europe’s commitment to the environment during their immense industrial revolution? Its simply a double standard on the side of so called world environmental movements positioning countries like Ethiopia on the spotlight while survival it self remains to be the vitality.

The author of this article highlighted the importance of a nation’s sovereignty to set priorities for it needs. I must agree with that. In fact dismissing the Gibe dam for the reason of being generating excessive amount of electric city more than the domestic need of Ethiopia is absurd. That’s why they actually need to be out of any developing country’s internal economic affair unless it is necessary. Because, they simply don’t understand what precedence deserves first hand attention for less prosperous nations like Ethiopia. In this case if Ethiopia has excess amount of Electric City after the completion of this dam, as specified by the writer it can ship it to the neighboring countries to meet its dire need of foreign exchange. The only reservation I have is about the genuine pledge of the Ethiopian government in regards to selling Electric City to the out side world after satisfying the needs at home. This actually was in question before. Electric City remained a ration commodity or service in Addis Ababa and other parts of the country while we were told Ethiopia’s export of “extra electric power” to Sudan and Kenya.

Again I applaud the effort of every party to make this project happen. Just based of the basic information I hold, I am convinced that if used to its target it extends a major potential in resolving the country’s chronic shortage of electric city.

Finally, TPLF is not eternal. But, this Dam is. We as a people will be inheriting many unjustifiable harms generated by their ill conceived beliefs, however we will becoming heir to the result of many of their good deeds as well. So it should be strict which means the interfere with the environment is greatly reduced to almost nothing when it comes to the ecosystem as the fishes and other aquatic organisms don't suffer of a decreasing/increasing level of depending on tidal month and season. The only way this kind of plant can affect the environment is to eventually, because the mass storage of water at an enormous amount of land, cause some kind of an anaerobic activity which in its turn give rise to gases such as methan but even that is at so low level that it shouldn't provoke these bunch retards the extent of absolutism as it appears. Their beef is fetched from somewhere else. Far away from gibe in north Africa, Europe, the US and now amazingly Kenya. I hope this reduces your so called "concern" about the environment. If you don't think it's enough tell your friends to make EARTH HOUR to EARTH YEAR/MONTH or even WEEK and we will who will fall flat out to his/her grave.

The Kenyans or/and their enslaver environmentalist friends never cried foul when we burnt down our forests and lost numerous wild life including some hundred distinct birds which were unique to our home land.

The erosion as a result is doing a great job in the rapid desertification of our once beautiful and almost entirely green (with exception of some hot spots on north and east) mother Ethiopia. They don't even care about the most gross and miserable way of life people are having just outside Addis as Free (tnx reminding us) already said. So where were/are they when Qoqa were/is kill/ed/ing people?

But who in hell is questioning them where they will dump their nuclear waste? 4. Dismantle the current National Electoral Board of Ethiopia and reorganize it with full and unfettered participation of all the opposition parties. Going to election with the same NEBE would only make the whole political environment a pooh-pooh and a waste of time, knowing what has happened in the previous election, in the eyes of the whole world.
5. Prepare all the preconditions along opposition parties to make the upcoming election fair and free and convince yourself and members of your party that you will surrender power if voted out by the people of Ethiopia. A deal can be striken with opposition parties that you would be pledged to continue as a viable political party then after.
6. Devise a well-crafted and well-thought political and Economic steps that would help you break the ice and diffuse the acrimony the regime is faceing with the vocal opposition in the Diaspora. Don’t forget that your regime has reached a time that any of its higher officials couldn't deliver a speech at international forums without being jeered and embarrassed in front of the whole world.
The very denial of the fact that the Diaspora has indeed become a formidable political and Economic power house is very suicidal for the regime and would only hasten its self-destruction. It is only if you would do the above conciliatory measures that you might get forgiveness for all the blunders that you have inflicted up on all Ethiopians and may be the history books might be sympathetic to you and might spare a little place not for what you have done in the past but for what you would do in your remaining time. I believe that you can still reverse the course of history for the better before you pass by this earth as any other dictator before you and would end up just exactly as others of your kind had ended up. It is only this way that you might earn a respect that you have been devoid of by your people

it would be better to build a few medium hydro plants in different regions instead of building a big one in one place for so many Reasons . First, Ethiopia has experiencing poor rain fall for long time. Poor rain fall will result insufficient water flow in the dam and the plant will not use its full capacity to generate power. I'm sure you understand that sometimes you have to put things together to come to a conclusion. What fact are you talking about? In addition to what the writer told you, you can read about how much of a damage hydro power causes on an existing ecosystem. This isn't some story about the rabbits and foxes of Australia. But it will definitely cause a havoc for those who live around. No one is denying that, but we are all crying to get outta' the hell we languish in and there aren't so many ways to do that. This project might be the stepping stone Ethiopia needs to kick start her development (not that it will happen as long as woyane cling around the power helmet but still it means a lot to her). And what's new about people being affected whenever some big project takes place around them? How do you think cities and towns are founded/established and built around the world? Roads, hospitals, schools, market places and other infrastructural facilities? Do people vanish in th blue or what? Unless you just dropped down from mars or some other planet the answer is: No, they leave! And in this case these people naturally should be the first beneficiaries of it.

And also it is one thing to be against this project because of your concern for the people around Omo but to justify your objection echoing the enviro-retards is just low. You provoke people when you argue so bluntly against it using the words of your own enemies. THEY ARE AGAINST IT BECAUSE THEY JUST DON'T WANT YOU TO GET UP! Very good article.

"Environmentalists" are just politicians in green vest. They are not to be heard but ignored. There are several hundreds of acres of boreal forest being destroyed in Alberta for oil sands and no one says anything.

Keep up the development of Ethiopia's rivers. There are many more smaller dams that will have to be built all over the country. In addition to supplying power, they will also increase groundwater recharge, reduce soil erosion, increase vegetation, serve as source of food, i.e., fish, and means of transportation as inland waterways, among others.

In the near future we will all go back and build this blessed land.
