The Federal Government is planning to build the country's largest ever multipurpose dam with an investment cost of 800 million dollars, Fortune newspaper reported.
This multipurpose dam is part of a series of dams to be built in the next few years. The project is a result of an agreement signed in 2001 between Ethiopia, Sudan and Egypt.
Sudan and Egypt will bear some of the cost of the construction of the dam, to be built at the border between the Amhara and Oromia states at a place called Kara Dobe.
The project, owned by the Ministry of Water Resources far supersedes another of same ownership which is in the pipeline at the Kessem River in the Upper Awash basin in the Afar State.
Nor Consult and Nor Plan of Norway, Lamayor of Germany, and Water Works Design and Supervising Enterprise (WWDSE) as well as Shebele Consultant from Ethiopia are expected to complete the pre-feasibility study for the Kara Dobe Dam, 60 km west of the Abay Bridge at Dejen, by the middle of 2006.
Once the study is completed, the Ethiopian Electric Power Corporation (EEPCo) will takeover from the Ministry to undertake the actual construction.
Experts say Ethiopia is believed to have a potential to generate 38,000 mega watt electric power from hydroelectric dams, according to Fortune's report.

The project, part of a series of dams to be built in the next few years, is the result of an agreement signed in 2001 between Ethiopia, Sudan and Egypt.
Pre-feasibility studies for the dam are expected to be completed by mid 2006. On completion, the Ethiopian Electric Power Company is to take over from the Ministry to construct the dam.

Over the past few days, the Ethiopian government has arrested scores of opposition supporters, accusing them of planning a coup.
But the opposition denies the charge and is planning to hold nationwide demonstrations next Sunday to protest what it says were fraudulent parliamentary elections last May. Those polls gave the ruling party and its allies a majority in the 547-seat legislature.

Chairman of the Coalition for Unity & Democracy (CUD), Ato Hailu Shawel drew a standing ovation from the crowd in a town hall meeting in Washington, DC after he declared Kinijit will not enter parliament.
Chairman Hailu Shawel explained why his party has rejected the result of the May 15 elections that was announced by the National Election Board and made it clear that Meles Zenawi's regime that has been rejected by the people of Ethiopia.

CUD chairman Ato Hailu Shawel gave a press conference this afternoon at the National Press Club in Washington DC. Ato Hailu started out by saying that what took place in Ethiopia is not "vote rigging." He said, "it's a daylight robbery of the people's vote." Regarding CUD's decision not to enter the parliament, Ato Hailu said, "the parliament is going to be illegal because it will not represent the people. We are not going enter an illegal parliament." Asked what he specifically wants from the U.S. Government, Ato Hailu said he wants the U.S. to tell Meles that he lost the elections and "must relinquish power."
My understanding is that Ato Hailu Shawel is president of AEUP.
And the above quote is from the official website of AEUP. Today, Kestedemana.org (a CUD party) released a press release which seems to contradict the above statement, confused yet? Both AEUP and Kestedemana are part of Kinijit (CUD).

ADDIS ABABA (Reuters) - Lions disturbed by deforestation have killed 20 people and devoured 750 of their domestic animals in Ethiopia, a local news agency said on Tuesday.

The rare daylight attacks, all during August and in the remote south, have forced a thousand peasant farmers to flee their homes and sparked a hunt for the lions, local official Tadesse Gichore told Walta Information Service.
"The lions killed shepherds tending cattle and villagers after breaking into their houses," Tadesse said of the attacks near his Soro district some 500 km (300 miles) south of the Ethiopian capital Addis Ababa.
"Thousands of people who felt threatened left their abodes and fled to safe areas after the lions killed 20 persons as well as 750 domestic animals last month."
Authorities were hunting the lions, who began roaming after deforestation disrupted their habitat and caused drought along the Gibe River Valley, Tadesse said.

'Carter endorses Ethiopia's disputed election'

Reuters
Friday, September 16, 2005; 4:40 AM
ADDIS ABABA (Reuters) - Former U.S. president and international poll observer Jimmy Carter urged Ethiopia's opposition parties to take their seats in parliament as he gave qualified support for the country's disputed election.
The electoral board's final results from the May poll showed Prime Minister Meles Zenawi's ruling Ethiopian Peoples' Revolutionary Democratic Front and allies won enough seats in the 547-member parliament to form the next government.
But the main opposition parties, the Coalition for Unity and Democracy and the United Ethiopian Democratic Forces, have alleged widespread fraud and threatened not to take their seats when the new parliament convenes in a few weeks.
Disputes over the elections sparked street protests in July in which 36 people died when police opened fire on demonstrators.
"There have always been abnormalities in elections including in my own country, the United States. My hope is opposition party members would take their seats in parliament and ensure that voters' interests are represented," Carter told a news conference in Addis Ababa late on Thursday.
He also called for an investigation into the killing of the demonstrators.
Carter, whose organization sent some 50 observers to monitor voting, said the election was not perfect, but showed improvements compared with previous ones in 1995 and 2000.
"The Carter Center's assessment of the elections suggests that the majority of the constituency results...are credible and reflected competitive conditions," the group said in a statement.
The statement said, however, a "considerable number" of results "were problematic and lack credibility."
The opposition sharply increased its standing in the May 15 polls, widely regarded as Ethiopia's most democratic yet.
However Prime Minister Meles, feted by Western leaders in the past as part of a "new generation" of African leaders, has seen his democratic credentials called into question over the election wrangling and handling of the bloody protests.

From Carter Center
The Carter Center was pleased to accept the invitation of the Ministry of Foreign Affairs of the Federal Democratic Republic of Ethiopia to observe the 2005 parliamentary elections in Ethiopia. The May 15 elections were for 524 of the country’s 547 constituency-based seats in the national parliament. The remaining 23 seats in the Somali region were elected separately in votes held on August 21.

STATEMENT
BY H.E MR. MELES ZENAWI
PRIME MINISTER OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA
AT THE HIGH LEVEL PLENARY MEETING OF THE 60TH SESSION OF THE GENERAL ASSEMBLY OF THE UNITED NATIONS
14-16 SEPTEMBER 2005
15 September 2005
New York
Mr. President,
Excellencies Heads of State and Government,
Excellency the Secretary-General of the United Nations,
Distinguished Heads of Delegation and Ministers,
Ladies and Gentlemen,
I am very pleased to be here for this important event which has enormous meaning in terms of the challenges we face in development, peace and in ensuring good governance and in fostering respect for human rights. Coming as it does five years after the historic commitment we jointly made when we adopted the Millennium Declaration, this gathering
affords us an opportunity to rededicate ourselves to the achievement of the MDGs.
I would like to take this opportunity to express our deep appreciation to Mr. Kofi Annan, our Secretary-General, for the historic initiative he took five years ago and for the follow up work that has been done. We are very grateful also for the very dedicated and invaluable work that has been carried out by Professor Jeffrey Sachs and his colleagues at the
Millennium Project.
Let me also take this opportunity to thank the Secretary-General and, through him, the High-level Panel on Threats, Challenges and Change for a path-breaking repo rt that they had submitted which has served as a basis for the Secretary-General's "In Larger Freedom: Towards Development, Security and Human Rights for all" which I find to be a very commendable Repo rt with vital suggestions for reform of the United Nations.
I should also pay tribute to Foreign Minister Jean Ping, President of the 59th Session of the General Assembly, for all the effort he has made in the course of this important period in the life of the United Nations and for the draft outcome document which I have no doubt will facilitate businesslike deliberation at this High-level Plenary Meeting.
Mr. President,
Five years ago we embarked on a 15 years historic journey with reasonably high hopes. With one third of the journey completed, it has become clear that without additional joint effort on the part of all, it will be impossible for low-income and least developed countries such as Ethiopia to achieve the MDGs, most particularly to defeat extreme poverty, poverty that kills.
But on the other hand, the past five years have in fact demonstrated that even for countries such as Ethiopia, most of the MDGs are demonstrably achievable. The MDGs are emphatically not unattainable goals with unrealistic targets. In fact, ïn our particular case, for example, the fight against poverty in all its dimensions with clear commitment and on the basis of a clearly defined strategy antedates the articulation of the MDGs. As such, what was needed in our case was to align our strategy for combating poverty and for realizing sustainable development with the MDGs, which we are convinced are far from being excessively ambitious goals.
Our experience over the last five years have indeed demonstrated that with the optimum mobilization of domestic resources and the requisite support internationally, in conformity with commitments made, countries such as Ethiopia can, with little doubt, realize the MDGs. There is no doubt, however, Mr. President, that it is indispensable that countries such as Ethiopia require effective international co-operation consistent with the commitment made in the Millennium Declaration and at Monterrey, to be able to be on track to achieve the MDGs.
While it is obvious that the primary responsibility for achieving the MDGs belongs to the concerned countries, it is also the obligation of partners to make it possible for the lowincome countries that have demonstrated the readiness to discharge their responsibilities, to overcome the poverty trap. In this regard, the Report of the Millennium Project contains valuable proposals whose implementation would no doubt ensure the achievement of the MDGs long before 2015. Official Development Assistance, debt relief and issues related to trade need to be aligned with the MDGs for low-income countries to achieve the MDGbased targets.
I am very pleased with the progress made at the Gleneagles Summit of the G8. I am also pleased with the progress made on building consensus in the fight against poverty here at the United Nations Summit. I am deeply concerned that we sometimes seem to move backward on our commitment as appears to be happening on the full cancellation of debt of the highly indebted poor countries. I believe we have to avoid backtracking and move beyond the reiteration of consensus position and start acting on them in earnest.
I am disappointed that we have not made more progress on the other issues before us but,li ke other speakers before me, I am reassured that we have made some progress and have charted a clear course for making additional progress.
Mr. President,
Let me close by reiterating Ethiopia's commitment to achieving the MDGs and to doing whatever is necessary to contribute to a successful reform of the United Nations.
I Thank You

GROSSE POINTE -- As a child growing up in a rural village in Ethiopia, Ingida Asfaw dreamed of becoming a doctor, helping people recover from diseases.
Carrying his family's hopes and dreams, he traveled to the United States as a young man. He attended college, graduated from medical school and became a cardiovascular surgeon.
Asfaw, 65, is now chief of cardiovascular surgery at Sinai-Grace Hospital in Detroit. He has concluded that it is his duty to give back to the country of his birth.
In 1999, he helped found the Ethiopian North American Health Professionals Association, a consortium of doctors, nurses, technicians and therapists that travels to Ethiopia to teach proper medical care, deliver medicine and supplies, and treat those who cannot afford it.
"Knowing the situation (in Ethiopia), the great need I saw, I did not feel that just by enriching myself would be enough," said Asfaw of Grosse Pointe. "I wanted to give my money, whatever I accumulated, but more important, my knowledge, my skills and my technology."
Asfaw makes several mission trips a year to Ethiopia with other professionals, bringing medical equipment, supplies and medicine and also performing free surgeries.
Asfaw performed the first open-heart surgery in the African country in 2003, saving the life of a 19-year-old woman whose rheumatic heart disease had blocked a heart valve.
The association funds overseas training for Ethiopian doctors, hoping they will take back what they learned to improve health care throughout their country.
"I always remember what (Winston) Churchill used to say: You make a living by what you (get), but you make a life by what you give," said Asfaw, paraphrasing the late British prime minister.

Sisai Ibssa Dies at 60; Advocate For the Oromo People of Africa
By Yvonne Shinhoster Lamb
Washington Post Staff Writer
Thursday, September 15, 2005; B06

Sisai Ibssa, a longtime Washington resident who championed the cause of nationalism for the Oromo people of the Horn of Africa, died Aug. 20 of a heart attack at his home. He was 60.
Mr. Ibssa worked as a cabdriver in Washington for 25 years while building political organizations and pursuing scholarly research on the plight of people in his native land. An activist since the early 1970s, he advocated national liberation for the Oromo people, who number 30 million in Ethiopia.
Mr. Ibssa was born in the countryside of central Oromia, the youngest of 14 children. As a young boy, he took responsibility for herding 120 head of cattle and goats before beginning his formal education.
He arrived in the United States in 1967 and received a bachelor's degree in economics from Federal City College, a predecessor of the University of the District of Columbia, in 1972. He attended American University before returning to UDC to earn a master's degree in political science in 1974.
When Mr. Ibssa was a university student in Washington during the late 1960s, his political fervor was stoked by involvement in the civil rights movement. He joined the Ethiopian student movement in Washington in 1968 and eventually sided with those who supported Eritreans' quest for national self-determination.
In 1974, Mr. Ibssa founded the first Oromo organization in North America, known then as the Tokkummaa Oromo Organization in North America and later as the Union of Oromo Students in North America.
From the formation of that first organization to the establishment of the United Liberation Forces of Oromia (ULFO) in 2000, he played a leading role in establishing and consolidating several dimensions of the Oromo national movement locally and globally. He had served as the chair of Union of Oromo in North America and of the Oromia Liberation Council. He was a spokesman for ULFO at the time of his death.
In 1984, he helped arrange a committee to organize a Horn of Africa conference in Washington and two years later founded the Oromo Studies Association.
He was a member of the Oromo Community Organization of Washington and a founder in 1996 of the Oromo Center Inc., a community cafe and gathering place in the District. He chaired a group that acquired land and a building, which opened in July. Between 2,000 and 3,000 Oromo people are said to live in the Washington area.
An independent thinker, he was involved in establishing and editing several Oromo publications. He also wrote numerous articles and was a regular presenter at the African Studies Association annual conferences as well as at Oromo Studies Association meetings.
He was co-author, with Bonnie K. Holcomb, of "The Invention of Ethiopia: The Making of a Dependent Colonial State in Northeast Africa" (1990).
He mentored many young people in academics, music, business and sports -- particularly soccer. He served as coach of the Renegades U-14, a Montgomery (County) Soccer Incorporated Classic Division Soccer Team in 2001-2002. He also advised Leenca Oromia, the Washington-based team of the Oromo Soccer Federation.
More than 1,000 people turned out in the rain last month for a traditional Oromo memorial ceremony at a horse farm in Potomac. Eighteen men on horses draped in red and white joined in the celebration of the cultural icon's accomplishments.
Survivors include four sisters, Alemitu Ibsa of Falls Church and Dingishu Ibsa, Danse Ibsa and Bizunesh Ibsa, all of Addis Ababa, Ethiopia; and three brothers, Bekele Ibsa, Tadesse Ibsa and Lema Ibsa, all of Addis Ababa.

The Dark Side of Ethiopia’s “Green Revolution”
By Chris Albin-Lackey
(New York, September 5, 2005) — On September 3, Norwegian fertilizer giant Yara International awarded its first-ever African Green Revolution Prize to Ethiopia’s prime minister, Meles Zenawi. To the amazement of many Ethiopians, Yara had identified Meles as being at the vanguard of what it calls “a revolution to end hunger that also empowers people with a voice, and the opportunity to create their own future.”
Sometimes dubbed the “North Korea” of regulatory change, Ethiopia stands out as the country resisting the tides of change that have begun to engulf the rest of the continent.

CUD Says Rights Being Stifled

Addis Ababa
Following the ban of public gatherings it called last week in Gonder, Bahir Dar, Dessie, Awassa, Arbaminch and other nine woredas of Addis Ababa Coalition for Unity and Democracy (CUD) yesterday warned that stifling democratic and constitutional rights can not bring stability
"The May 15/2005 election has brought out four truths. First, the people are ready for change and are determined to have a peaceful transition to democracy. Second, the people have deep faith in the leadership of the opposition parties. Third, EPRDF has no popular support. Fourth, the ominous saying that "if there is no EPRDF, Ethiopia would disintegrate" has been proven false. These truths have been recognized not only by the Ethiopian people but also by the international community." Engineer Gizachew Shiferaw of the CUD said.
He added that EPRDF can no longer continue to stay in power by hoodwinking the Ethiopian people or the international community. It has come to a point where the only alternative it has for prolonging its rule is resorting to gun power.
Obviously, gun power does not bring genuine peace and stability. Thus, the responsibility of calming the people and creating a conducive environment for lasting peace has fallen on the shoulders of the opposition.
"Political stability is maintained by creating conditions where people can discuss the affairs of their country freely and search for common solutions. It was with this in mind that CUD planned the public gatherings in Addis Ababa as well as in principal centers of the regions. Unfortunately, the officials and cadres of the ruling party are placing every obstacle possible to prevent the people from exercising their constitutional right of free assembly and free expression" a statement from CUD explained.
"It is impossible to calm people whose votes are stolen and whose rights to assembly and free expression stifled. We call upon the ruling party and government to respect the constitutional rights of the people and to create conducive environment for resolving election related problems in peaceful and democratic manner," Engineer Gizachew said.
Mean while, three opposition parties from the Somali region which boycotted the election a week before it was held said on Tuesday that the election in the region couldn't be called an election.
Leaders of the Western Somali Democratic Party(WSDP), Somali Democratic Alliance Forces(SDAF) and Dilwabi People's Democratic Movement(DPDM) Joseph Nur, Bouh Husin and Jamal Bar respectively told The Daily Monitor that the Somali region election is incomparable with May 15 election in many contexts.
"Comparatively the May 15 election was 99.5 percent better than the Somali election." Jamal Bar of the DPDM said.
"And the candidates who won the election representing the Somali Peoples Democratic Party(APDP), organ of the ruling party were criminals, corrupt people and so on" he added.

Political debate heats up in Ireland’s parliament over broadband provisioning.
The Irish Government’s failure to provide high-speed broadband access to the Internet has led to Ireland falling behind countries like Ethiopia in terms of broadband roll-out according to Ireland On-Line.
Labour Party spokesman on communications Tommy Broughan drew attention to the fact that Ireland had fallen behind most European countries and a number of African nations.
“Earlier this year New Scientist reported that Ethiopia has launched an ambitious plan to wire the whole country for broadband Internet within three years.
“By next November the government in Addis Ababa expects to have up to 500,000 broadband connections to homes and businesses – a greatly superior roll-out to Ireland’s” he said.
Broughan added that Ireland will fall out of the top 30 countries for broadband provisioning which could have dire economic consequences.
Ireland’s failure to implement a comprehensive broadband strategy could be disastrous for both inward investment and attracting foreign businesses stated Broughan.
“Nearly every target set by Government for broadband has not been met, as the vast majority of Irish Internet users are forced to use antiquated modes of dial-up technology,” Broughan reiterated in Ireland On-line.
South Africa faces similar struggles but government has woken up to the need to remedy this situation.
President Mbeki’s state of the nation address touched on the need to improve broadband services and a recent Department of Communication colloquium opened the forum to tackle telecommunication challenges facing South Africa.

"The answer is that you haven't. This is not surprising, this is fact. There are massively different standards of safety achieved by airlines in different parts of the world. African airlines have always been the least safe to fly with: there are exceptions, such as South African Airways, and Ethiopian Airlines, interestingly enough, is another, but on the whole they have a pretty awful record. Latin America had been getting better than it used to be recently, but perhaps it's reverting to type, I don't know, and Indonesia has always been poor.

Ethiopia to host int'l information technology forum
Ethiopia said Monday it has been elected to host the Third World Information Technology Forum, which is scheduled to be held on August 22-28, 2007.
According to a news release from the Ministry of Foreign Affairs, an agreement enabling it to host the forum has recently been signed in South Africa between the Ethiopian government representatives and officials of the forum.
The ministry said Ethiopia is selected to organize the forum due to its efforts to reduce poverty, ensure good governance and its commitment to improve public service provision.
It also said information and communication technology-related programs and projects, which enable to design and implement multi- faceted development programs, helped the country to be selected to host the forum.
The Second World Information Technology Forum was held in 2005 in the Botswana capital of Gaborone, with nearly 900 senior government officials drawn from over 70 countries taking part in the meeting.
The forum aims at sharing experience on policy implementation with a view to supporting developing countries in their efforts to achieve the Millennium Development Goals.
The commitment of the Ethiopian government in giving due priority to information technology has been commended as compared to other African countries which are at the same level of development, the ministry said.
Ethiopia, one of the poorest nations on earth, will expand Internet coverage from a handful of users to the entire country in three years.
Currently there are just 30,000 Internet lines in a country of 71 million people, making it one of the lowest users of information technology in the world, according to a study by the World Bank. But within six months that figure will be expanded to 500,000 lines.
The Ethiopian government has begun laying 10,000 km of fiber optic cables and invested around 40 million US dollars in developing its Internet service.

Losing parties reject Ethiopian poll results
ADDIS ABABA — Ethiopian Prime Minister Meles Zenawi’s ruling EPRDF party was declared official winner yesterday of the third multiparty national elections on May 15, after securing 327 seats in the 547-seat federal parliament.
The United Ethiopian Democratic Forces (UEDF) and Coalition for Unity and Democracy (CUD) opposition parties rejected the outcome and threatened to boycott parliament when it opens on October 10.
Claims and counterclaims of victory by the ruling and opposition parties as election results were delayed had prompted rumours of election fraud.
A UEDF spokesman said: “We reject this. It’s simply an outcome of the connivance of the so-called neutral National Electoral Board with the ruling party to deprive voters of their right to be represented in parliament by candidates of their choice.”
Both opposition parties called yesterday for an immediate investigation by an independent body into the killings of 42 people on June 8 during riots in Addis Ababa after security forces opened fire. They also demanded compensation for the families of the dead and wounded.
The CUD said it has organised protests together with the UEDF in Ethiopia and on October 1 and 2 in several European capitals, the US and Canada.
