Donors plan to withhold $375m from Ethiopia

"Because of the situation, trust has broken down so we are trying to find other ways of doing it (funding)," another western development official said.

Donors are to withhold direct budgetary support worth about $375m (€317m £218m) from Ethiopia following the government's brutal crackdown on opposition supporters last month, western development officials said yesterday.

Until the situation improves, the donors - which include the World Bank, the European Union and the UK - will look to disburse the funds in other ways to continue tackling the country's massive poverty challenges, Ishac Diwan, the World Bank's country director, said.

The move is a further blow to the credibility of Meles Zenawi, Ethiopia's prime minister, who was once regarded as a visionary African leader and was appointed to the UK's Commission for Africa.

"Because of the situation, trust has broken down so we are trying to find other ways of doing it (funding)," another western development official said.

At least 46 people were killed and thousands detained during several days of politically motivated violence in the capital in November. Some 40 others were killed in similar clashes in June, which erupted after disputed elections in May.

More than 100 people, including opposition leaders and journalists were charged last week with treason, genocide and other offences, despite calls from donors that political detainees should be released.

Opposition groups made unprecedented gains at the elections, but later alleged the process was rigged and called for peaceful protests. The government blamed the opposition for the violence and used extreme force to put down rioters, deploying huge numbers of police, as well as soldiers armed with sniper rifles, on the capital's streets.

The heavy-handed manner in which the supposedly-reformist government handled the crisis shocked many and raised serious concerns about Mr Meles's democratic credentials.

The quandary for donors, who pump about $1bn in development aid into the country annually, is how to be seen to be taking a tough stance towards the government while at the same time continuing to work to alleviate poverty in the impoverished nation.

"We are very concerned and have taken principled positions, along with our development partners, on the recent disturbances," Mr Diwan said. "It's a very important issue today in several African countries: how to at the same time get good economic growth and improvements in governance in order to achieve sustainable development."

Despite the crisis, Ethiopia was one of 19 countries the International Monetary Fund approved 100 per cent debt relief for last week - part of an agreement reached by the Group of Eight nations to cancel multilateral debt to the world's poorest nations.

The IMF, to which Ethiopia owed $161m, makes its decisions based on macroeconomic stability, not governance issues. The World Bank, to which Ethiopia owes about $3.5bn, is due to announce its decision on debt relief next year.

Having seen all the above routin crimes of the state (woyane) we can conclude that there is no rule of law in the country, even it doesnot abide by the constitution developed by the Woyane itself which mainly reflects its political agenda regardless of the the interest of the population.

So, we Ethiopians should continue our struggle and be more active than before on our political participation on every aspect either locally or abroad to fasten the collapse of the regime and the death of woyane members and its supporters .

Now, the government has all alternatives to get the componsation by impposing more taxes, limiting the free market, etc. On the other hand it could be good news to Ethiopians who want to have a self sufficient government that do not relyin donation. Great victory for all peace loving people. Unlike some TPLF supporters, I think withholding direct budgetary support is the right thing to do under such circumstance. Because this money as the name implies “Direct Budgetary Support" goes directly to Meles's pocket. Of course the World Bank will find a way for the money to reach the intended recipient i.e. the Ethiopian People through NGOs. Now the Diaspora need to persuade international banks and financial institutions to freeze bank accounts of EPRDF members.

That is why dictators create constitution and laws as they wish to govern the nation or bring in borrowed laws that have no cultural or indigenous value and that hurts. We are always pushed to learn all odds and it does not stay with us. We have been used as an experimental field like geanue pigs. However, I welcome the aid cut and it is a above all good news for western charities to have their fat pay increase, as the west will try to deliver the money for the so-called poor through them. I do not think it will reach the poor! The winners are western aid charities. The poor people have no access to their money. There is no transparency and if one wanted to do a project there is no way to get the funding form the western charities as it could be possible if you were in the west (UK or US). That is a big problem. Even how much fund they have into their disposal or what they suppose to be doing is not transparent to all Ethiopians. This should change. People should be given the chance to draft projects and get funding in a form of grant if they were to change their lives.

The door for peace opens inword

I’ve lived in this house for forty years now,
Unable to experience what each room has to offer
When I wanted to be happy, the door to laughter would not open
When I wanted to be rich, the door to success was shut too
When I wanted to feel love, I’d knock, but no answer

So I was stuck in the room of self for a long time

Everyday I would venture out into the hall of hope
only to find these doors and many others still closed.
Then one day I ventured up the stairs of faith,

and came the door of Belief…

On the door was the following…
“When you seek happiness for yourself it will always elude you”
“When you seek Happiness for others, you will find it yourself”

“Pull”

So I pulled,
And lo & behold
The door opened!!

And the room was filled with Peace

I left that room a different Person,
No longer alone, nor scared
And downstairs I found a new life
All the doors would now easily open to welcome me in.


For they too opened inward,
And all I had to do was stop Pushing for me,
And Pull

For my brothers and sisters of this world
who live in this house too!!!

The Ethiopian People that I know does not have the comfort to permit anyone to act on their behalf in blocking the life saving assistance offered to them by humanitarians and donor countries. The Ethiopian people that I know, is not in the business of slashing their own throat by refusing help in this unfortunate and difficult time. Actually, we are all grateful and very appreciative of those helping hands which are keeping millions of people alive. The reduction of aid to Ethiopia more than anything hurts the millions of impoverished Ethiopians. Do not forget that we are one of the poorest countries in the world where hundreds thousands of people had died because of hunger in the past and at present we still have millions of people who totally depend on foreign aid. The actions we take at this moment should not target or affect millions of Ethiopians who unlike us in the Diaspora have other immediate priorities and needs for survival, which are beyond their ability and control. Democracy shall be a mutual struggle by the people for the people, and not against the people’s interest. The fact is that at this moment none of us, as responsible Ethiopian citizens, are capable of solving the immediate need and suffering of millions of our own people without depending on the help and assistance of the international community. This is no joke! It is a life and death alternative for millions of Ethiopians. It should be a serious concern to all of us if we really care to the well being of our people. So, why are we swearing in their name, the millions of Ethiopians name in a very irresponsible and harmful way? Is that ok for the rest of us to allow a few swear in the name of millions of Ethiopians, in a very irresponsible and harmful way by effectively undermining the priorities, needs and above all well being of 77.4 million Ethiopians. I strongly believe that there still are other effective ways to struggle for democracy without strangling millions of extremely poor people and bleeding our own country to death. The way forward to solve the Ethiopian crisis comes through reconciliation and continuous dialogue with a clear understanding of the political topography of Ethiopia, by listening and considering the various demands of the people without any limitations, by seeking and forming a genuine and representative collision, by sharing power and resources equitably and proportionally.

We all should feel safe. For Meles and the Weyanes, however, resistance to his tyrannical rule is treason punishable by death. Nevertheless, one of the founding fathers of American democracy, Thomas Jefferson, disagrees with him. According to Jefferson, “Resistance to tyrants is obedience to God.” Ethiopians have been obeying God by putting resistance to succeeding tyrants for far too long. As God created man in His own image, no one has a right to take way the liberty of other fellow creatures. Tyranny is an attempt to violate the inalienable and natural rights God has given to all human beings. God never created prisoners, detainees, hostages, victims, slaves and slave masters. He created us all free and equal with the inherent qualities of other human beings. Despotism is rather treason not only against humanity but also against Almighty God…."
Of course arm struggle is not the only venue. We Ethiopians, however, are basically living in a "Police State." For too long, our call for peace and reconciliation has landed on Meles and the Weyanes deaf ears. When peace and reconciliation fail, however, the choice becomes force and that is exactly what Ethiopians are demanding from it's heroic and patriotic children. The only way out is talk or face the popular revolt or armed struggle. God willing we shall prevail.

Guerrilla Warfare:

An aspect of popular warfare that is strategically defensive and tactically aggressive. Guerrilla warfare is strategically defensive because it spawns under a repressive government in defense of the interests of workers/peasants, or forms in the interests of national liberation against an occupying enemy force. It is tactically aggressive because its aim is to overthrow the repressive government, or force the withdrawal of an occupying army. Guerrilla warfare is organized and carefully planned combat; commonly employed in conjunction with conventional warfare tactics. Although units operate independently, they have a common political objective (overthrow the existing government, defeat occupying armies, etc.) linked to the aspirations of the people. Guerrilla warfare is commonly referred to as "political war"; all warfare, however, is political. When warfare is not fought on behalf of an existing government, then it is fought to establish a certain government, by a military that has political bodies/interests of some kind guiding its objectives in war. Guerrilla warfare is that type of warfare that represents the interests of an oppressed peoples.

The survival of guerrilla warfare is entirely dependent upon the support of the oppressed population, who provide soldiers for combat, food, shelter, intelligence, medical supplies, etc.; while the guerrilla soldier usually acquires their armament and equipment from the enemy or the arms market. Thus it has been constantly stressed by guerrilla leaders that the guerrilla soldier must: 1) establish and maintain exemplary relations among the people; 2) inspire the people with the ideal which they fight for; 3) vigilantly guard to ensure the ideal of liberation is forever anchored to the revolutionary cause, all of which depend on good communication. Thus the battle of information warfare is one of the most important battles the guerrilla soldier will fight. Without this battle won, the umbilical cord between the guerrilla fighters and the population will be severed, and the revolution will wither and die.

In combination with popular support, the success of guerrilla warfare is dependent on a united political objective and military command (ex. Cuban revolution). Guerrillas are formed from the mass of the population, something that was lucidly recognized by Mao in his organizational structure, establishing a command structure from the bottom up. With the foundation and strength of command in a diversified base, though overall instructions and tactical plans came from the top, the strength and continued existence of guerrilla warfare was insured even when top military leaders were assassinated.

Rural/Urban Warfare: The type of warfare a guerrilla engages in depends on the environment where popular support is located. If guerrilla support is among the peasantry/farmers, then rural guerrilla warfare is practiced; if support is among the working-class, then urban guerrilla warfare is the method. When their exists support among both workers and peasants/farmers, a double front of rural and urban guerrilla warfare may be established.

Protection for the guerrilla means freedom of movement and deceiving the enemy. Such protection is manifested through their environment and information networks; whether the dense jungle or concrete buildings, word-of-mouth or satellite networks. Methods of protection are as various and constantly shifting as the environment the guerrilla lives. In Cuba, guerrillas used the densely forested mountains as their area of movement; while the Vietnamese used both the jungle and a brilliant system of underground tunnels. Urban guerrillas have an even greater variety of options, everywhere from subway and sewer systems to buildings and busy streets of all types.

Guerrilla Warfare Tactics: The oldest formulation of basic guerrilla tactics can be found in: Sun Tzu's Art of War. Guerrilla warfare tactics rely on inexhaustible, primarily psychological, harassment (attacking the enemy by causing defection, fear, political and social pressures within its ranks, etc.), accomplished by extremely subtle, flexible, and improvised tactics designed to overextend the resources of the enemy. The time guerrilla warfare gains can be critical for the development of a conventional army to confront the enemy (Mao in China) or to divide and conquer the enemy psychologically (ex. Vietnamese guerrillas). Above all of course, guerrilla tactics adhere to the principles of survival and success (as mentioned above).

Anti-Terrorism: Guerrilla warfare is entirely opposed to terrorism, but degenerated and weak guerrillas may resort to terrorist tactics. The very nature of terrorism is opposite of popular support; such is the reason why it is reverted to by degenerate and isolated soldiers. Terrorism seeks by violent action, planed by a small group or single individual, to instill fear and terror in the masses and in the government through public bombings (guerrillas attack military, not civilian, targets). Since the birth of terrorism, its end result is alienation of workers, an increasingly repressive government, and the destruction of revolutionary organizations, leaving the mass of the population unprotected by a now sharper and more brutal government.

Combating the Guerrilla: The principal method imperialist and local armies employ to combat guerrilla warfare is through attacking the civilian population. The imperialist method can be divided into direct and indirect methods.(see Sun-Tzu )

Direct assault against guerrillas is commonly aerial attack with the aim of destroying urban centers, communications, transportation, etc (US in Vietnam). This form of direct assault has its own indirect method – with the aim of assassinating guerrilla leader's, impersonating guerrilla soldiers, and actually helping villagers/workers in strategic areas/districts with social projects to bring them on the side of the imperialists, gathering information, etc. – enacted by various special forces units.

Indirect assault against guerrillas is through psychological operations conveyed through all existing means of communication: air drops of propaganda leaflets, books, pamphlets, etc.; radio; television; news reporting manipulation, etc. The aim of psychological operations (like all warfare) is deception, enacted by reducing morale and guerrilla combat efficiency, promoting defection, and providing misinformation on imperialist movements/objectives. Thus the first task of psychological operations is to completely understand their enemy: what they believe in, what motivates the population, etc. The basic themes of enemy propaganda, heavily conveyed through cultural/historical references, are: the superior strength of the imperialist army, the inferiority and savagery of guerrilla fighting, that defectors are heroes who will be treated very well, guerrillas and their compatriots will be tortured, and that true victory lies within the [puppet] government which "really" supports the aspirations of the people. Psychological operations also use a form of direct tactics which aim to destroy political unity through introducing imposters to emphasize differences in the guerrilla movement, and make extravagant bribes for certain political parties to disrupt unity and drag the people away from struggle. (U.S. methods in Guatemala, Argentina, Panama, etc.)

In order for a guerrilla army to effectively combat both methods, the guerrillas most important objective is to insure complete and total integration/solidarity with the people of the country, both politically and militarily.

Synonyms: Guerrillas are also called partisans, insurgents, and freedom fighters.

Historic Origins: The origin of the English term for guerrilla warfare comes from the Peninsular War (1808-14), where Spanish guerrillas crushed Napoleons' occupying armies – in Spanish guerra means "war"; the tactics of the Spanish were so successful, that the name stuck.

Guerrilla warfare has been employed as early as conventional warfare existed. Recorded acts of guerrilla warfare first occurred in around 500 B.C.E. against the Persian King Darius; in around 350 B.C.E. against Alexander the great; in 218 B.C.E. against Hannibal; and later against the Roman republic by Spanish guerrilla fighters who fought against the Romans for over 200 years. Guerrilla tactics are sometimes attributed to various "barbarian hordes", while of course conventional tactics can also be attributed to "barbarian hordes" – tactics, however, represent the form of an army, not the content. While guerrilla fighting may resemble the form of some "barabarian hordes", their content is very different – the guerrilla fighter is someone who is organized and pursues a particular political objective, and who is fighting a defensive war.

Guerrilla warfare was employed by Arabs in defense against the Christian Holy Wars (Crusades), and also by the countrymen of Ireland after the Norman invasion in the 12th century. Kublai Khan's Mongolian army withdrew from its occupation of Vietnam after Tran Hung Dao's successful implementation of guerrilla warfare. Guerrilla fighters in Welsh shook the foundation of King Edward I's army, but were unsuccessful without conventional forces; while in the North the guerrilla tactics of William Wallace, and the long and brilliant combination of guerrilla and conventional warfare by Robert Bruce decimated the English army and gained Scotland independence. A century later, during the Hundred Years War between England and France, Bertrand du Guesclin led a guerrilla army to crush English occupation of France almost single-handedly.

With the advent of the matchlock rifle in around 1450, however, guerrilla tactics began subsiding to the power of conventional warfare. The technology, supply, and training needed to use rifles could only be supplied by a large government; and moreover, guerrilla tactics could not operate with the clumsy, imprecise, and bulky weapons. Guerrilla fighters could not put to serious use these new weapons and so were decimated by them when they tried. One of the most well-known examples of this is the mass genocide of the Native Indians of North, Central, and South America, who unsuccessfully employed guerrilla tactics primarily using bows and arrows against an enemy with rifles and cannons (though the tremendous role of disease should not be underestimated as the worst aspect of their European enemies).

Nearly three centuries later, by around 1750, guerrilla fighters began to employ rifles – thanks to the advent of the flintlock musket. The flintlock greatly increased the rate of fire, reliability, and ease-of-use of the rifle, making it better suited to guerrilla tactics of shooting and moving. In conventional warfare, the flintlock was a safer weapon, which allowed the formation of infantry "lines" – instead of needing at least a yard between firing soldiers using the matchlock rifle, the flintlock allowed soldiers to stand shoulder to shoulder, creating a "wall of fire". While the line of fire proved extremely effective in raw power, maintaining the line of soldiers proved difficult for commanders, and would soon be exploited by guerrilla forces.

Used in conjunction with conventional warfare, guerrilla units operated in the first two Sicilian wars (1740-45) and later in the Seven Years War (1756-63), on the side of Austria against Prussia. American workers employed guerrilla tactics in their first revolutionary war, conclusively demonstrating the inferiority of the line of fire tactics dominant throughout the British army. The line was unable to effectively combat guerrilla resistance, as the guerrillas came from all directions, usually under the cover of the environment.

In 1812, during Napoleon's failed conquest and retreat from Russia, Russian peasant guerrillas combined with mounted Cossacks to continually harass, demoralize and inflict tens of thousands of additional casualties. Guerrilla warfare was practiced to some extent in the colonized nations of India, Algeria, Mexico, China, Morocco, Burma, New Zealand, and the Balkans, but lacked cohesive unity and a united political agenda within its own population to be effective. Native American Indians in North America galiantly employed guerrilla warfare in defense of their land, their culture, and their people – but again lacked an effective political unity, sometimes fighting against themselves. In the Boer War (1899-1902), guerrillas in South Africa held off the powerful British army for over two years, until, not having any conventional forces, the British overwhelmed the guerrillas. In the 1890s Cuban guerrillas led by Jose Marti fought their Spanish overseers, but the United States intervened to ensure that the U.S., not Spain, had control over Cuba and its people. Deceiving the Cuban people that the U.S. was acting in their interests, Cuba and the U.S. together defeated Spain, while the Cuban people donned the new yoke of U.S. imperialism for almost 50 years, until guerrillas would rise up again, to overthrow their new masters.

In the 20th-century, in the 1916 Easter Rising, led in part by James Connolly, the Irish Republican Army engaged in guerrilla warfare that, in partial success, established a partition of Ireland in 1921. The IRA, however, would later degrade to terrorism; a tactic with a few positive results for over 80 years. In 1927, with Japanese imperialist forces occupying China, Mao Zedong led a 22 year war of liberation, that successfully combined guerrilla tactics with conventional warfare to remove Japanese imperialists from China, and later helped in the struggle for socialism against the nationalists. In 1937, Mao wrote his work On Guerrilla Warfare, summarizing his experience.

Throughout World War II, Communists throughout those nations that had been invaded by the Nazi or Japanese armies established resistance forces who employed guerrilla warfare tactics – in conjunction with the conventional forces of the Allied nations – to achieve victory; most notable were the Chinese guerrillas, and French and Belgian maquis.

The Yugoslav Communist lead Partisans were among the most successful of all communist lead guerrilla movements, having liberated almost all of Yugoslavia prior to the German surrender in 1945. Lead by Slovenian/Croatian leader, Tito Broz, the Partisans overcame centuries of national/religious antagonisms through tying up nearly nine German divisions. Their political platform defined themselves as fighting not only for national liberation from the Nazi occupier, but for socialist revolution, something that brought the Partisans into conflict with Stalin's Russia, who preferred a more low-key, simple national liberation approach that would not upset the Western Allies. One aspect of the Partisan struggle was the formation of "Prolaterian Shock Brigades", made up of the most politically advanced workers, members of the Yugoslav Communist Party, often from the same factory, who acted as shock-troops for the revolution, taking on the most difficult tasks or attacking the most fortified Nazi positions.

Following the success of the Chinese revolution in 1949, Cuban revolutionary fighters were embraced by the peasants and workers of Cuba, and united together to overthrow the Batista dictatorship relying entirely on guerrilla tactics. This revolution led to guerrilla campaign's throughout Latin America and in some places Africa, none of which were successful without conventional forces. Shortly five years later, however, the guerrilla forces of Ho Chi Minh forced the French army to release its stranglehold over Indochina. Later invaded by the U.S., Vietnam successfully dealt a catastrophic blow to the U.S. military, using solely guerrilla forces, to defeat the most powerful military in the world – a military with a budget 20 times greater than the entire GNP of the Vietnamese nation.

Later, Muslim guerrillas (the mujahideen) in a decade-long battle defeated Soviet imperialism in Afghanistan, but lacking political unity, accelerated by unbalanced U.S. intervention on the side of various factions, the nation still was unable to claim for itself victory well until the beginning of the 21st century with the establishment of the repressive Taleban. At the end of the 20th century, guerrilla warfare had been practiced throughout the nations exploited by imperialism (the so-called "Third World"); in Peru, Colombia, El Salvador, Nicaragua, the Philippines, Thailand, Sri Lanka, India, Morocco, Angola, and Mozambique.

Modern Tactical Assessments: With the material impossibility of building a conventional army approaching anywhere near as powerful as the strongest imperialist armies, i.e. the U.S. Military, whose yearly budget is over $300 billion (2000) (more than the nation even spends on all education), many have no choice but to resort to guerilla war. Conventional forces who have opposed the U.S. like Iraq (1990) have been ruthlessly and easily crushed, while guerillas like those in Somalia (1993) achieved success. In 2001, the U.S. military has begun a transformation of priorities, so that it can better combat guerilla fighters in the future.

The reduction of aid to Ethiopia more than anything hurts the millions of impoverished Ethiopians. Do not forget that we are one of the poorest countries in the world where hundreds thousands of people had died because of hunger in the past and at present we still have millions of people who totally depend on foreign aid. The actions we take at this moment should not target or affect millions of Ethiopians who unlike us in the Diaspora have other immediate priorities and needs for survival, which are beyond their ability and control. Democracy shall be a mutual struggle by the people for the people, and not against the people’s interest. The fact is that at this moment none of us, as responsible Ethiopian citizens, are capable of solving the immediate need and suffering of millions of our own people without depending on the help and assistance of the international community. This is no joke! It is a life and death alternative for millions of Ethiopians. It should be a serious concern to all of us if we really care to the well being of our people. So, why are we swearing in their name, the millions of Ethiopians name in a very irresponsible and harmful way? Is that ok for the rest of us to allow a few swear in the name of millions of Ethiopians, in a very irresponsible and harmful way by effectively undermining the priorities, needs and above all well being of 77.4 million Ethiopians. I strongly believe that there still are other effective ways to struggle for democracy without strangling millions of extremely poor people and bleeding our own country to death. More than a million Ethiopian cattle herders are facing extreme food shortages after rains failed to replenish water sources and sustain livestock, according to a famine early warning group.

Drought also has triggered food shortages in neighbouring Kenya and Somalia, a country that has had no effective government since warlords overthrew dictator Mohamed Siad Barre in 1994.

Pre-famine conditions have already emerged in Ethiopia's eastern Somali region, including escalating malnutrition and reports of child deaths; tribal conflicts over scarce resources; early and widespread human and livestock migration; slaughtering of calves to save cows and rising sorghum prices.

The US-funded Famine Early Warning Systems Network says that a preliminary assessment showed more than a million people will face serious water, pasture and food shortages for the first half of 2006.

The crisis will peak from January to March, according to the food security monitoring group.

The Somali region, which is the size of Britain, is one of the driest and least hospitable areas in Ethiopia.

The area was hit by catastrophic famine in 2000 that killed an estimated 50,000 people.

An initial estimate from the regional Disaster Preparedness and Prevention Administration indicates Ethiopia needs more than $A54.7 million to provide emergency water, fodder and health care to people and animals affected by the drought.

I am happy with the donors decision. I believe this is a pay back of our relentless struggle on the Diplomatic front. In the past, the money donated never been used for it's intended targets. Instead it went directly to Dictator Melees' account. For the past 15 years, Meles and the Weyanes, have stolen and looted all donated monies and the country is still poor because of bad governance.
When it comes to Foreign Aid, there is a famous saying:(... teach me how to fish rather than you give me fish....)
The more of this piece is that unlike emergency or disaster relief, Foreign aid in general is bad to nations' economic development. There are three main reasons. First foreign aid creates dependency. Once start getting foreign aid nations become dependent on Aid. Second, foreign aid come at a price of nations loosing sovereignty and national as well as international independent identity. They become a subject and controlled by the donor nation. Third even in the most generous circumstances, 90 percent of the money remains in the hands of the donor nation agencies. These agencies keep the money in their general fund accounts and use only some in logistic & administrations. Only less than 0.10 reaches to the reciver individual or nations. Even here in most cases the money ends going to the wrong hand or corrupted officals.
The nation of Bangladesh has been the highest foreign aid recipient since it got it's independence from India. Life for the average citizen is still bad and in theory and practice FOREIGN AID IS NOT GOOD.
Also most foreign Aid workers are spies, missionaries or people who give up hope in their countries.
In general, Bilateral like World Bank and IMF and UNDP Economic Development type of foreign aid is good if there is a follow up on the projects.
We Ethiopians and Africans, need to accept responsibility for the demise of our economic and social crisis. The root cause of our problem is political disability, which usually caused by one or more of the foreign donor nations. We need to learn how to solve our problem our self without calling a third party. Forget Carter and the like personalities as well as nations like USA and United King Dome.

This is the place where we are forced to lead misery life.
Dear people, have you heard over the Ethiopian Television yesterday what a Somali representative said regarding kinijit, CUD? He said that with the said party, CUD, in power, the country named Ethiopia will never last long. He was saying what his masters, woyanes, told him to reflect. We know this is what the woyanes are striving for. We Ethiopians don’t want any body else to tell us what Melese and his friends are doing now. Disintegrating Ethiopia is their primary goal. It costs a lot for a party who argues that he stands for the people. The judge will release prisoners with bail on next trial since the cases brought against them range from three years to death. If it had been a minimum of 15 years then, the court would have no choice but now, smart institutions/persons will take the advantage of popularity and no wonder if they are flexible. The prize is high.

Our limited experience of CUD shows that the day after they are released on bail, the hardliners will involve in similar situation. It means, back to square one and the advantage goes to ??????. Not a single lawyer internally willing to ask for bail.

I am happy with the donors decision. I believe this is a pay back of our relentless struggle on the Diplomatic front. In the past, the money donated never been used for it's intended targets. Instead it went directly to Dictator Melees' account. For the past 15 years, Meles and the Weyanes, have stolen and looted all donated monies and the country is still poor because of bad governance.

Money donated from Western countries or "FOREIGN AID," is supposed to improve the lives of Africans across the whole continent. Despite it's rich natural resources and good climate, Ethiopia is one of the poorest countries in Africa. In stead of being the bread basket of Africa, Ethiopia is suffering from chronic Famine and Hunger. The situation has gone from bad to worst since Meles and the Weyanes took power by force.
Meles and the Weyanes have not only, exacerbated the crisis in Ethiopia, but also committed a economic and political suicide. As the country try to drug itself out of poverty, Meles and TPLF/EPRDF have failed to provide good governance. This government have failed to provide basic life necessities such as clean water, sanitation and shelter to it's citizens. In addition, this government, have no vision and lacks efforts to put Ethiopia on the path of prosperity. Even there is no free access to the government control media. There is popular bitterness over the current economic, political and social policies. Ethiopia is for sale.
While I sincerely admire western politicians interest in our cause, their impact is minimum in finding solution to our problems. I strongly be live that nothing Good comes out of a White Man for Africans in general and Ethiopians in particular. We do not need foreigners to solve our problems? We will deal with it. No matter how difficult it gets? Our struggle for Peace, Democracy and Justice will Continue? For sure our sacrifice will not be in vain. For too long, our call for peace and reconciliation has landed on Meles and the Weyanes deaf ears. When peace and reconciliation fail, however, the choice becomes force and that is exactly what Ethiopians are demanding from it's heroic and patriotic children.

I think this topic has brought a lot of attention from all sides. My observations are the following.

On the side of the opposition parties and supporters
1. The umblical cord for the survival of Woyane is going to be cut so what the opposition has fought for; international recognition of their cause, is bearing fruit.
2. In most of the comments supporters of this point indicate that this is just another chapter in the struggle towards freedom, democracy and the rule of law in Ethiopia.

On the side of Woyane/EPRDF cadres and cronies here are some of the accusations:
1. The poor will suffer the most.
2. They (Woyane) doesn't care about these sanctions anyway.
3.Woyane will increase tax, tarrif and other income generating mechanisms on the people of Ethiopia.

Prior to the election, Zenawi had promised the whole world and swore to the Ethiopian people that Ethiopia would have a free and fair election. Dear Mr. President,



As an American of Ethiopian origin, I am writing to express my appreciation for your continued support of the on-going democratic process in Ethiopia and to highlight some of the vital changes that were implemented by the current government of Ethiopia.



I have seen a few letters addressed to your name posted on the internet asking you to liberate the People of Ethiopia from what they called oppression, or in the authors own words “tyranny.” I understand that these people are entitled to their opinion but when they write to the President of the United States, they should have been careful not to misrepresent the facts. As far as I know, there is no tyranny in Ethiopia. To the contrary, Ethiopians enjoy unprecedented democracy for the first time in the nation’s more than 3000-year history. The Nations, Nationalities and peoples of Ethiopia highly appreciate the current democratic change and they are committed to embrace and foster it despite frequent calls to reverse the course of history by some of the opposition groups. The people of Ethiopia know quite well the difference between tyranny and freedom for they have experienced both under the previous governments and the current government respectively. It is ironic that the Coalition for Unity and Democracy (CUD) calls the current democratically elected government a dictatorship when, in fact, many of the CUD’s leadership and most of its Diaspora supporters served the previous Marxist dictator regime that killed many innocent Ethiopians as part of its “red terror” campaign.



I am also astounded that some members of the CUD are unhappy with the current Ethiopian government’s tough stance on terrorist elements in the “Horn of Africa” and that they are trying to distract the government from its continued commitment to fight terrorism. In their press circulations, they have said that the Ethiopian government is fighting terrorists in order to please the United States and other donor countries. The truth is that the Ethiopian government has been fighting terrorism for the safety of its citizens based on the strong belief that terrorism is the enemy of all humanity. In fact, the current Ethiopian government has been fighting terrorist elements mainly along its border with Somalia since the 1990’s----way before the tragedy of September the 11th of 2001.



The current government has brought so many changes to Ethiopia and to the way things used to function in the previous administrations. Here is a list of some of the accomplishments of the current government that I believe are worth mentioning:



● Constitution: The current government introduced a constitution in 1994, and ratified in 1995 that guaranteed every Nation, Nationality, and people in Ethiopia their unconditional right to self-determination, including the right to secession. Article 39 of the constitution further grants to every Nation, Nationality and people the right to speak, to write and develop its own language; to express and promote its culture; and to preserve its history.

● Elections: The current government has helped the Ethiopian people to conduct three National elections including the recent parliamentary election that was hailed as fair and free election by world renowned election observers including the former U.S President Jimmy Carter.

● Education: The government believes education is a key factor for the improvement of the economic situation in Ethiopia. To this end, it has more than quadrupled the number of colleges and Universities in the Country within the last fourteen years and student enrollment has increased by ten fold. Ten years ago, private colleges were non-existent in Ethiopia, today; there are many of them throughout the country.

● Economy: The government encourages free market through the Ethiopian Privatization Agency (EPA) that was established in February of 1994. Since then, business entities ranging from small retail trade outlets to large-scale enterprises have been privatized. The economy has been showing consistent growth against the odds of some drought years.

● Court system: Out of its conviction to justice, the government has established for the first time an independent court system that works for the people. In today’s Ethiopia, justice is served for every citizen; no innocent person gets penalized for a crime and no one is above the law.

● The Press: Consistent with the constitution it helped to materialize, the government has given licenses to more than a hundred private Newspapers and magazines in the country. The freedom of press is a milestone achievement for the people of Ethiopia for it was unheard of in the previous governments.

● Parliamentary system: The government has introduced the first truly representative parliamentary system comprised of members elected directly by the people and responsible to the people.



Mr. President,



You would be shocked to know CUD’s fierce opposition to the aforementioned Ethiopian constitution that essentially guarantees full freedom to all Nations and Nationalities of Ethiopia regardless of their population size. The CUD preaches about unity without the consent of all members of the Ethiopian people much like the previous governments who have committed serious atrocities against the Nations and Nationalities of Ethiopia in the name of Unity. In today’s Ethiopia, every citizen is free to choose his/her destiny. This, of course, does not go well with the CUD leadership’s “one fits all” (one language and one culture) prescription for the more than Eighty distinct ethnic groups. Hence, CUD is poised to change it forcefully.



In conclusion, with the support of freedom loving countries such as the United States Great Britain and others together with the foundation laid down by the current government, Ethiopia’s future is bright and promising. To this end, I ask you, Mr. President, to continue your support to Ethiopia and its people in their struggle to realize the fruits of democracy and I thank you for that.

I used to have Tigrian friends. They were too proud of them Selves. I used to hate them for their naive, fanatic view and support to TPLF. They used to believe TPLF or nothing. We used to discuss about Oposition political parties and they always tell me that the oposition party is too un-mature let alone to lead a Country, to even accept responsibility in little matters like practicing the law.

I also have Amhara friends (lots of them) who were unhappy b/c of the Success of TPLF/EPRDF from North. They also have this Untangible, and less mature view about Situations around the country. They also fear the hate from the South, specially the Oromo's. Then comes CUD, lead by an arrogant leader (I ask your pardon....he is), who does not even know what to talk infront of BBC and what not. He is not better than the current Iranian President! though I respect other person's support for him, I don't really know why! besides being racist....they supported him.


I feel pity for Dr. Birhanu Nega, I think he had made a mistake with out conscions or he was less smarter to be a Victim. I hope he is not in jail, let alone prosecution.

Lidetu Ayalew...a smart man who knows what he should do. I admire all his decisions. not led by emotions. know his territories. I support his idea of opposing EPRDF...by tangible visions, ideas, etc... Don't forget: EPRDF is still the government! I used to have some Oromo friends. Who are fanatic with OLF. I agree Oromia was opressed by previous regims, which is a fact. Native Americans are even more opressed by people from europe. But now, Oromo's are respected as Individuals like evrybody else, and they have all the right to ask for soverignity and besides they don't need to ask respect from others, b/c it is their right.But this demand should not be based on mere dislike to other races or moved by emotion....

and the fact is, Let alone Oromia, Ethiopia has to even Unite with other african countries to solve problems with poverity and solve issues with Globalization and Oromia won't be going out, and there is no need for that, we might even bring Eritrea, Djibouti, Sudan Kenya back together in the near future not just b/c we want to, but b/c of the current situation we are facing in the world

you know why? b/c they took money in the name of the poor then they spend that money in Hawaii....the poor then gets nothing....and the Gov will be blamed finally......


When there is famine in ethio, the Government says only 1 million are in need of AID, then what do the UN people say?? the Government is lying, there are 15 million seeking aid?

Why?

the money the UN gets for 15 mill is much greater that the money they get for 1 million. So they are securing a Salary for the rest of the Year......to honeymoon where ever they like.....

I worked in UN while I was back home, they do less and almost nothing........almost all money goes to paying Salary to Sira-At forigners........

Miskin Government will be blamed finally...thanks to you guys also ... the NGO's will be believed than the Gov't and Aid will be cut...............

bottom line:

the Current Government is Poor though they did marvellous things out of such calamities. they are doing good even if most of US are against them.......

Think for a moment, What if we had helped them? Won't they make something better than they did? ofcourse

But We always come up with an execuse to do our part

Some of our execuses

- I am amhara and Meles is Tigre..

I say bulsheet.....

- The money I contribute to the people won't reach them

atlease some will reach. and if everybody work closely those guys who steal the money will be reduced and finally all our contribution will show fruit

everything boils down cells, protiens, DNA's, amino acids

1st came Single cell organismes

then they evolve to Multi-Cellular Organisms

then they start to evolve into different forms

then came .....fill the blank baby

if you think all this is wrong, don't blame me, blame Charles-Darwin. This is the only better hypothesis we had at this moment, But as a scientest, we are investigating to comeup with a better explanation, if there is any!

As I said, people with that kind of caliber are too restrained and humbled to surf around the web listing their credentials. You wouldn't have probably pronounced them right if I told you what I had accomplished. Therefore, I suggest you zip it. Don't worry if I had/could have had a PHD.
