Ethiopia ranks 147th in ICT Development Index - ITU

Ethiopia ranks 147th in information and communication technologies (ICT)Development index, according to a report released by International Telecommunication Union (ITU). According to the report, Ethiopia has one of the lowest telephone density in the world with 1.1 fixed telephones per 100 inhabitants and 1.5 Mobile subscribers per 100 inhabitants. Just 0.2 percent of Ethiopian households have computer and 0.1% of Ethiopian households have access to the Internet, the report said.

Geneva, 2 March 2009 — ITU’s new ICT Development Index (IDI) compares developments in information and communication technologies (ICT) in 154 countries over a five-year period from 2002 to 2007.

The Index combines 11 indicators into a single measure that can be used as a benchmarking tool globally, regionally and at the country level. These are related to ICT access, use and skills, such as households with a computer the number of Internet users; and literacy levels.

The most advanced countries in ICT are from Northern Europe. The exception is the Republic of Korea. Sweden tops the new ITU ICT Development Index, followed by the Republic of Korea, Denmark, the Netherlands, Iceland and Norway. They are followed by other, mainly high-income countries from Europe, Asia and North America. Western and Northern Europe and North America are the regions with the highest IDI scores, and most countries from these regions are among the top twenty ICT economies. Poor countries, in particular the least developed countries, remain at the lower end of the index with limited access to ICT infrastructure, including fixed and mobile telephony, Internet and broadband.

One fact that I cannot deny is that development of ICT is in an infant age in Ethiopia even if we started using in the 1960 th.
Almost the entire rural population lacks telecommunications infrastructure(If it exists, then it is mainly used for voice not for data).

However,There are also some good achievements carried out by the government in developing two big infrastructure projects for connecting woreda's local offices and preparatory schools through out the country. The network was primarily designed to provide many services but the government has used for political purposes.
In general, we are at the infant age but for sure we should be above ERITREA. and bit confused on the criterion considered to determine the ICT Development index, because it looks like only Telephone access is used.

Numbers tell us only part of the story. Here is what they don’t tell us.

1. Making a phone call to Ethiopia from overseas is more expensive than anywhere else in Africa (including stateless Somalia).
2. Most phone lines in Ethiopia do not work for most of the time.
3. The mobile phone service crashes time and again (like an old computer).
4. Forget about the land lines (particularly if it is the rainy season).
5. Women and the elderly do not dare to use their cell phones in the public square. If they do chances are someone is going to snatch it away from their hand and runaway. Sorry!
6. You have a cell phone in Ethiopia? That’s good enough. Chances are you don’t use it most of the time because your SIM card is out.
7. Tele has more pick up trucks running around the country than it has functioning public phones.

Well, I think nobody should be surprised about this ranking. I for my side think Ethiopia has never had a leadership in the modern time, which was able to handle international/regional regulations. I would never put the blame solely on the Ethiopian side, as there are many factors/regulations internationally and bilaterally, which make alternative decisions some times almost impossible.

Nevertheless, for Ethiopia privitization and open competition would have been the best in this area. Giving everything for the Chinese based on false political reasoning is the worse thing to do. The Chinese themselves take the best investor for their country , not caring about idological background

To put it clearly: China takes our precious wealth and gives us back the crap and we happilly and willingly pay for the crap.

That's why Ethiopian telecom has become a crap.

ICT is the basis for development and business. The government shold privatize ETC. At least as a joint venture, the government coud facilitate the ICT development. China should not be allowed to dominate the ICT development. Countries like India or Malasia or Japan have a better alternative or could compliment what china is doing. Diverify the ICT by having more investors from different countries.

How are the universities by the way running without ICT? I gathered that there are 240 ooo university students enrolled in Ethiopia, which in itself is praiseworth. One wonders how the students and the teachers are functioning with such poor ICT facility!!!

Take it easy, the EPRDF has done more for the economy in the last seventeen years what should have beeen done the last hundred years. And yet again everything can not be done immediatly even if EPRDFs are called miracle wrorkers. Given time the ICT sector will be restructered and, perhaps, be the best in Africa if we all put our minds to it. To stand at a corner and critise everything is very simple, to work hard is the toughest part for people who are work shy and are keen only in procrastinations.

You should rather ask: why haven't we built all these roads, all those universities, Dams, seawages, etc. the last hundred years? You know the answer to that. Give them credit for bringing Ethiopia to the tewnty first century. And next time when the ICT sector gets reformed would I see you supporting the government? to get from 0 to 10 you have to walk through the ones, the two's and etc. i remember back in the 80's when my brother and his wife after moving into a new house they had to wait over 10 years just to get a phone line
and i had to call their neibhors if i wanted to talk to them.
not to sound appologising for the government but dont forget ethiopia is and always have been the poorest and the most backward nation on the face of the earth and unless we positively contribute to improve things instead of using them to get to power and politics, ethiopia will remain there for generations.

Why would this surprise anyone for a country whose annual budget is less than $5 billion? Ofcourse, it is going to take some time to provide a world class service. However, no one can deny the fact that mobile phone service has been made available to the public even to the farmers with in a very short period of time. For a government owned entity, that is impressive. People in rural areas had to travel several Kms to make a phone call. That has been reversed by the current government. Though, we have a long way to go, you can't deny what has already been achieved. As far as data and internet service we are still way behind. The government should look into ways to work with the private sector. I understand the concern of privatizing the industry from an economical point of view, but there are still ways to let the private industry take a portion of the industry. I am sure you will all be happy when we move move up a little bit next time, right? I know the answer already, it is no not with EPRDF. Even if we join the top 10, I wonder if any of you would acknowledge that. For me it is funny, to see people enjoying negative news just to say 'EPRDF SUCKS!'! My take on this is EPRDF sucked a little bit but not a whole lot as you all trying to portray it. What EPRDF should have done was to add internet service providers (ISPs)through the private sector. The private sector could have leased a line from Tele or through a satellite. That would have facilitated the growth. If you have ideas keep them coming!

How do you claim to be 90%? Go out of Addis and check if you really are 90%. It is rather an outragious claim. I know that you are angry of the incarceration of Birtukan, but ask yourself why only she denies of having signed the pardon request out of all her jail mates? I think if she recants what she had said I don't think she will be in jail. It is all in her ball game. With all respect to her I found her behaviour the last time to be a bit imatured. Perhaps she was badly advised, nevertheless, what she did was wrong and disingenous. Self respect on her part is badly needed.
