Ethiopia Telecom to liberalize? Not so fast say some

The Ethiopian Telecommunications Corporation (ETC) has invited bidding from selected companies to run part of its operations on a revenue-sharing basis, according to a report by Addis Ababa based Capital newspaper.

The paper said, the government’s plan is to partially open up the telecom sector to allow the participation of private investors. This should bring new funding and new management techniques and skills to ETC.

ETC’s networks, outline business growth strategies and management of operations are parts of the special interest packages specified. Apart from a revenue share, the selected company would also get a fixed fee for its services, according to sources.

Experts consider the move as a first step to liberalisation, but Minister of Trade and Industry Girma Birru had said that Ethiopia will pursue membership of the World Trade Organization, though it has no plans to liberalise its telecommunications and financial-services industries in order to gain access.

so long as it casts an iota of uncertainty to the regime there can't be any movement forward. since the regime is made up of shameless conspirators on own people, they don't trust anything. letting people live in darkness by depriving them of information and feeding their disabling ideology known as revolutionary democracy the regime fantasizes to squeeze the ethiopian public forever. whereas even the most underdeveloped countries provide modern telecommunication services to their constituents, our nightmeres have made it a luxury to use email services in the ciber world while browsing to the websites they tend to hate is almost unthinkable. instead of providing people access to information our own leaders (may i say enemies) waste the hard earned resources of ours to run the liars (government media) whose cost of misinformation is incalculable. but enemies simply do not care for the resources of their 'adversaries'

this is to mean that the word 'liberalization' is not appropriate a term to describe the situation at tele. if anything, our robbers must have planned to create business for their cronies.

Someone else running the operations does not mean privatization! It simply means
we failed to run ETC efficiently and we need help from an out side contractor to run it for us.

Over hundred years since telecommunication technology was brought to the country, Ethiopia remains the lowest telehone per capita in the world thanks to tyranical regimes. The primary purose of the government to monopolize all internet and telephone access is for CONTROL. Yes, financial interest is there but the primary reason is to spy the public and restrict access and communication among people. TPLF is perhaps more stalinist than Joseph Stalin himself.

One of the definitions of libralization include the process by which certain business activities become more market driven. The fact that ETC is biding part of its operation to be performed by other agents to do the activity for itself does not create competion in the market. The selling price is determined by ETC, still the product is owned by ETC what is new now is ETC pays agents some fee for their activity on behalf of itself.It is not new even if you recall the fact that you can buy simcards from dealers in addis ababa these days. They are sometimes telling us old thing as new as if they are reforming the country while the fact is to the contrary. In my openion this sometimes may have an aditional cost adition effect to the consumers as more layer are added to the telecom market. The owner being the same still, it is an aditon of a retailer or a sub contractor to ETC. This is not a big deal. ETC is disappointing the country for its performance and policy makers should do more on this regard to change the fact that we are one of the first from the last in telecom expansion of services and quality in the world.

Why can't we fire the heads of ETC and find someone with similar knowledge to the EAL leadership?

One of the reasons given not to privatize tele is the government wants the revenue for it self apparently to expand the service from the huge amount of profit that comes from this sector. But from this news it seem the government doesn't mind sharing the revenue it just does not want to share it with Ethiopians. I don't think there has been any where any government that has so much ill will to it's own kind as much as this one.

Not sure if this is the first step to liberalization (and as others pointed out, outsourcing management does not mean breaking the monopoly). Hopefully, the new management will do a good job (they cannot do any worse than the previous one so it is all gravy from here on out ;-))

No matter what the privetization is carried out in any economic sectors while Woyane is on power,the people of Ethiopia are not benefited at all. It is just like," SIlecha kelkelo, Kelkelo silecha." The new Millioner s are the only people benefited from these schemes or programs what ever may be the name.
