The Economist

THE second most populous country in Africa and one of the poorest, Ethiopia is a test case for the West in its efforts to eradicate extreme poverty on the continent. But its government's undemocratic leanings have presented donor countries with a dilemma. Should they continue to funnel their taxpayers' money to a country that routinely jails and tortures its critics or should they turn off the tap and thereby hurt the blameless poor?

Most donors are keeping up or even increasing their giving. Britain, with qualms, is upping its aid from $180m last year to $260m this year. Some donors have harmonised and even pooled their support. Many have signed up to schemes to promote transparency and hold the government to account. Whether the nastier bits of Ethiopia's government will co-operate fully is moot.

So the donors—Western governments and charities—think that on balance they should continue to improve farming, health care, education and access to water in the rural areas where 85% of Ethiopians live. There are signs that the government's ambitious poverty-reduction strategy is working. Infant mortality is down, school attendance and literacy are up, though only 40% of Ethiopians can read and write.

Farming practice may be improving. In Ethiopia's wet highlands farmers may try to diversify crops. Ethiopia hopes to export hydroelectricity to neighbouring Djibouti and Sudan. Some agronomists think that, with enough investment, Ethiopia will be able to feed itself. That may be optimistic. The population of 75m-plus is growing by about 2m a year. Food prices in Addis Ababa, the capital, rose last year by 27%.

In any event, Meles Zenawi's government is finding it hard to run the show. Some 80% of the people in Addis Ababa probably back opposition parties. In response, the government has become harsher, muzzling free speech and forcing independent newspapers to close. Many journalists are in jail on trumped-up charges. Dissidents have been disappearing, along with critical websites. Telephones are often tapped. For more than a year, text messaging on the country's small number of mobile phones has been hampered by “technical difficulties”.

The government keeps up a hum of fear with attacks on opposition supporters. Teachers are a favourite target. Some have been beaten so badly in detention they could not stand up in court. Even schoolchildren have faced the authorities' wrath. In Ambo, west of the capital, some 14 of them in a secondary school were detained; some were allegedly tortured. The usual charges, if brought at all, are sabotage or treason. Suspects are often “found” to have links with familiar bogeymen: neighbouring hostile Eritrea; the Oromo Liberation Front, a movement in the centre and south; or, in the heartland of the once-ruling Amhara around Addis Ababa, “terrorist groups” whose existence is fuzzy.

The opposition's lot may be worsening. Dissidents say as many as 250 supporters were rounded up on terrorist charges after the African Union summit last month; some have disappeared. The opposition's main leaders have been in prison for over a year. Torture, especially against lesser-known prisoners, is common. If rural areas are taken into account, extrajudicial killings may run into thousands. But the opposition is divided, often has regional rather than national allegiances, and tends to take its cue from radicals in exile.

Moreover, despite help from abroad, the economy is struggling. Exports are worth $1 billion against imports of $5 billion. Sales of coffee and flowers to the West have increased but not enough. Mr Zenawi has applied for membership in the World Trade Organisation. He has also asked China for loans—some say for $3.5 billion.

But most of all he is banking on keeping up his friendship with the EU and the United States, whose administration was delighted by the Ethiopian armed forces' recent success in invading neighbouring Somalia, capturing its capital, Mogadishu, and smashing the Somali Islamists who had taken over there. Still, there are conflicting attitudes to Ethiopia in Washington. Congress has lambasted Mr Zenawi's human-rights record and demanded cuts in aid. The Pentagon, on the other hand, is dead keen to boost his armed forces.

In September, hundreds of thousands of Ethiopians from their vast and far-flung diaspora are expected to visit their homeland to celebrate the coming of the third Christian millennium, according to their ancient church's calendar. Some hope Mr Zenawi, in a gesture of conciliation, will free some of his opponents from jail before then. But do not bet on it. Mr Zenawi has got used to wielding an iron fist.

The Economist has a singular way of thinking called "economy". America and the "West", which nowadays includes Poland and Serbia, has only one religion they share with Wall Street,

From their dark cave they can barely discern the light at the end of the tunnel. Meanwhile, Ethiopia is growing, growing, GROWING AND GROWING, and DEVELOPING too, something many people have a difficulty of understanding. Even the wise Ishac Diwan, country rep. of World Bank says it is a mystery how and why Ethiopia is making so much progress. It is mind-boggling. Wait and see, more is in the pipeline and it is not empty talk like pessimists of diaspora would have you to believe. Let me share a heavily guarded secret with you. The real heartland of Ethiopia is not in the urbanized shanty towns of Addis Ababa without a sewage system. The real heartland (85%) of Ethiopia is out there in the rural areas, the perifery as some call it, the marginalized, the forgotten, the neglected, the oppressed, the meek that shall inherit the earth, much like the grass, whether you like it or not. And they are marching forward, thanks to the poverty reduction programme, the water harvesting schemes, the flower farms, the hydroelectric dams, good governance steadily improviing, the schools, the health centres and last but not least, our own, homegrown, EPRDF and Meles the indomitable. Self confidence may not solve your problems but without it you will be like a train going backwards.

The current (Feb. 22) issue of The Economist has an uncharacteristically favorable article on Eritrea, saying it can "help or hinder progress in the Horn." The same issue has an equally uncharacteristic slap at the rival Ethiopian regime, asking "Should the West go on helping a repressive Ethiopia?" It starts out with an outline of aid projects in Ethiopia, as if "the West's" only interest in Africa was fighting poverty. Only at the very end does it mention the strategic struggle in Somalia which is driving the West's alliance with Addis Ababa. This is pretty indicting, but one can smell empty hand-wringing—or, at best, a warning that Meles Zenawi may not prove to be a stable proxy in the long run... An excerpt from The Economist:

The problem is the West. Although they preach about democracy around the world and invade, condemn and sanction countries for their human rights abuses, they only do it if it serves their interests. Issayas has committed the same abuses Meles has to his population (although to a lesser extent) but because Issayas doesn’t follow what the West tells him to do, Eritrea is condemned and sanctioned. So don’t wait for the West to rescue your country. The only way that’ll happen is if Meles switches his allegiance (and he’ll never bite the hand that feeds him). Or continue to live your lives while your Addis Ababa flourishes and hope that your rural areas can develop a fraction as much as Addis has. I read the article with interest. However, the dilemma for the West to help Ethiopia or not should not be Ethiopia’s mantra.

I say this ONLY because although we live on an interdependent world, what justify the end are one’s hard work and creativity – PERIOD.

For this reason, I believe there should be some basic questions that should be addressed in relation to the West’s help to Ethiopia.

I therefore raise the following issues:

- Aid or cooperation for whom?
- With whom?
- When?
- How?
must be clearly answered.

Nevertheless, one must not forget the reality and it is: aid could be a gift that kills creativity and hard work of the recipients.

My dream for Ethiopia is therefore, to establish a prosperous and democratic country in which all its citizens enjoy a high standard of living with social justice.

Of-course, in order to achieve this goal, swift and balanced regional growth at federal level, participatory political system and vibrant economy that enjoy rapid, regionally and sectorally balanced economic growth should be developed.

I therefore conclude by expressing my believe and it is: Ethiopia should recognize the very fact that development partners may OR may not play a crucial role in promoting development and a developing nation like Ethiopia MUST rely on her human resources and human capitals as a paramount importance.

Of-course this requires, genuine commitment, tolerance, and mutual respects among the whole stakeholders.

Have you watched the interview Hailu Shawel conducted with BBC's HardTalk presenter Steven Sacker more than a year ago after the 2005 election? Have you noticed then how poor he was to explain himself and his party's stand on all spheres? Have you then imagined how dreadful it would be Ethiopia to be led by such people?

At that time EPRDF had given CUD two options: Either to contest for leadership peacefully and claim it peacefully if they won (without insurrection, that is) or to go to the bush and start armed struggle and claim leadership violently. None of these two options materialized. The reasons being: -
1.People are fed up with their ethnic cleansing policies and won't allow them in power.
2.They don't have the gut to fight in the bush against EPRDF.

Thanks God reporters are not policy makers. Especially practitioners of remote-journalism like the Economist. When it comes to reporting about Africa the policy of Western reporters is that they do not have to look hard and fast. Thanks a million. I am sure many policy makers in the west will read it and think more than once in their dealings with the Thugs in Addis Ababa.

The lie and coverup is dring out. Meles is hanging by a thin thread with the west.
The days of the minority goons tormenting our people are counted.
The oromo and the Amhara people that are suffering the brunt of this crime by Meles zenawi should unite unconditionally and reject it. We cannot continue to accept the buchering of our people by the Tigrean regime.

Dont forget to boycott anything woyane. We have to make that country a hell for its oppressors.
Street smart Meles zenawi is running out of excuses. He is exposed byond repair as this Economist article proves.

I think Meles is the best leaders to that unfortunate country so far. However, that doesn't mean he is the best of the best in time and in space.

There are people who can do better, at least in mobilizing the people . However, these Cudites are the worst of the worst yet. How can they beg donors to stop aid to the starving people for their own selfish political gain? Hm, is that how they represent the people?

Do they know that if USA and UN suspended their aids for one year, at least 10 million of our people were gone for good? It is like to plug off the life support of a critical patient. Hm, Cudites don’t care as long as they control power.

To your surprise TPLF were acting like angles through the mouth of its leaders until they command power from the palace. However, through time they failed the scarified people and the poor who started to smile imagining a better Ethiopia(economically things have been going better in the last three years).

However, these senile Cudites failed the poor at the very beginning even before clinging to power by working hard to block aid. They have shown to the world that their calculations don’t have the people in their domains.

I'm happy to see Meles renounces to a more competent and responsible young generation. I'm fed up with these old monstrous who are blinded by rhetoric chauvinism. C’mon be pragmatic and think about to change the life of the people, not about your political gain based on blood , hair and history.

I don’t care who leads that country, Amhara, Wolayeta, Afar, Oromo,tigre, Benishangul…. I want to have leaders who can snatch our poor people from the Jaw of ruthless Hunger . I fancy leaders who can listen and respond to the heartbeats of the poor. I dream to have a leader who can feed food , not cheap propaganda and chuvinism, to the poor three times a day. Finally I prey God to give the poor people his grace.

If the International community specially the west wants to see a real progress in Ethiopia, they would have supported the aspiration of Ethiopians for freedom, democracy and the rule of law. The fact is they are not interested. In fact they are working against it. It is good that the virtues of the state of things in Ethiopia is affirmed that the people are better of in all the meaningful measures of thier well being or of their standard of living than at any time. It is shown the utility of the masses is much more improved they are not any more die of starvation.
The short comings are beyound the control of the government. It has to choose the better of the two evils the interest of the majority of the population of Ethiopia that live in the rural areas and the self actualisation of ethnocentric, we know it all city dwellers that are being bombarded by 100's of tabloid news papers. They are freer to day to write or speak what they want to than the "Dixi Chicks" could. Compared to the news that comes from FOX or CNN whose bottom line advertisement and profit is the censor, the Ethiopian news papers or tabloid of partisan politics have less negative consequence. Even in a developed country there are some news that are classified for the security need of the nation. When some political news paper says there was a massacar in Ogaden, a genocide in Addis and people beaten up in Ambo, thrown in jail and tortured all over the country. Number one the don't use the right definition of a genocide, or other govt. offences. They don't have the capacity to cover all that happens in the country, it is hear say or just fictitious roumer. The states are self governing bodies and they only ask help from the federal government when it is only out of there control. There are not news papers worthy of the name in Ethiopia, most feed the ethnically charged consumer, malicious and mendacious politically baised garbbage. Other wise it is safe to travel at midnight in Addis on foot in Addis than D.C. To much freedom has negative consequences specially if those who handle news are irresponsible. Ethiopia's strength is its weakness as well. We have a diverse population and creating anarchy by feeding wrong information will result in the loss of ethnic based conflict. So the News man must be self censoring or be responsible but, what he writes results in ethnic or religious conflict that results in death and suffering he has to be responsible for his actions. Freedom comes with responsibility other wise why do we need law, courts,police and prisons. Even a car driver should not drink and drive and injure or kill some body he will pay for violating the law and harming others by his irresponsible action.
Ethiopians are glad that the country is becoming selfsuficent in food production and is on a positive track in meeting the basic needs of the majority of the people in the rural areas.
Last but not least at least 50% of the urban population is sterile, unemployed or under employed and is high times important to move to the land where one can be a productive citizen and not a burden to society.

But in Buddhist religion there is such thing as "karma" Their plan did not work well, because most of the contraband to Ethiopia come from the port of Harguesa in Somaliland. The port of Djibouti is used only for few legit business. And we both know that contraband is huge in Ethiopia. By the same process, when contraband shifted its route, it killed the city of Diredawa from its lifeblood and brought prominence to the city of Kombolsha. So, My dear Omo, Meles is not to be blamed on this.
