Would You Stop Aid to Ethiopia?

What do you do when aid to the poor is working, but the country delivering the aid is run by what is considered to be a repressive regime? Do you stop giving development aid? Helen Epstein, a contributor to the New York Review of Books, engaged in such a discussion with Ken Ohashi, the World Bank Country Director for Ethiopia. With whom do you agree? The exchange between Helen Epstein and my colleague Ken Ohashi about the role of aid donors in “subsidizing” what Epstein calls a politically repressive regime highlights the difficulty in linking politics at the top with poverty alleviation on the ground.

Even politically open regimes, such as India, have difficulty delivering basic services to poor people—the absence rate for teachers in Indian public primary schools is 25 percent; the rate for doctors in public primary clinics is 40 percent. Conversely, as Epstein points out in her reply to Ken’s letter, “poverty and disease have fallen sharply in some repressive societies, from Cuba to China…”

The reason it is difficult to develop a clear link is that the delivery of basic services such as health or education requires that the service provider be accountable, either to the policymaker at the next highest level or, if the latter is not well-intentioned, to the beneficiary of the service, typically a poor person.

Ethiopia has done well in reducing poverty and child mortality, and increasing primary completion rates because their system of delivering basic services has various elements of this accountability built in. Local districts receive resources based on clear, data-driven formulae that can be independently verified (by third-party civil society groups). The allocation of these resources within the district is decided in community meetings, with the final budget posted on a central bulletin board for the community to see. These service delivery innovations were supported by the donors precisely because they have been shown to work in other countries, a point that seems to have eluded Aid Watch.

Needless to say, the accountability mechanisms in Ethiopia’s “Protecting Basic Services” program are not perfect, and much more needs to be done. When visiting one of the districts, I asked to see the bulletin board where the district’s budget had been posted. It was a piece of wood nailed to a tree, and the budget had been washed out by the rain.

this is a no brainer of course no, how can you cut assistance that is working in africa. but if you are sincere ask the very poor men and women you yourself admitted the aid "is working for" and you will get your answer. on the other hand if you ask those who are high on strabucks coffee and hamburger, the answer will be yes.

Stopping aid from the developed countries hurt the poor in Ethiopia i.e if the so called government deliver the money and goods properly. Having said that, history tell us time and time again the aid is not for the intended target instead it is helping the tayrants or the Dictators to stay in power indefinatly operessing the poor and the powerless. No job creation, no modern life atleast by 3rd World standard, no democracy, no sharing of power and if all these no's with a lot more unmentioned no's turn into yes's then the aid will be the best thing to Ethiopia. My suggestion to the aid givers is stop giving for 6 month or a year and that dictator will be out of power in a heart beat maybe that change of government for the better bring a better Ethiopia from a receiver of aid to a giver of aid.

Even though we hate the ethno-racist regime for its divisive and anti ethiopian policies, we are not that much foolish to reccommend the immediate halt of foreign aid, at least till we have responsible governments in place. Africa's economic problems are too many and too complex than the average person could imagine. The likes of Dambisa Moyo have been brain-washed by Western cynical scholars like William Easterly to the extent of believing that aid has no use to the poor people of Africa. She has even the audacity to suggest cutting aid to africa altogether over the next five years! Her suggestion is too shallow, too short-sighted and too immature to say the least.

Of course, aid creates dependacy syndrome. Once addicted to it, finding your way out is very hard--like all addictions. But we have to live with that bitter fact so long as Africa's zombies do not use their power responsibly. To me aid to Africa is a fall back plan lest its zombies/dictators steal all the meager foreign currency obtained through export sales. It is obvious that if there were no aid to africa, many people would die due to shortage of food, clothing and medication since the sub-human leaders of the continent do not care for the poor they rule over. Mobitu of Zaire had stashed away 8 billion (eight billion!) dollars in foreign banks at a time millions of Congolese refugees were dying of hunger, diseases and war.

My position is that please do not turn your back on african and other poor people around the world even if most of the money is stolen by the heartless politicians. Saving lives, not money, should be our priority.

I agree with you that we should not tolerate corruption, human rights repression and all that political bla bla. But I do not believe that aid should be limited to humanitarian territories only. An example: Consider a compatriot from the rural areas of Gondar, my home province. He/she is breathless all of a sudden and must be taken to a nearby town for emergency medical treatment. We need a minibus, a driver, and a road that leads to that town. In a ruthless world where the likes of you dominate, aid should not have been given to build such roads, in the first place. And in the process, my relatives--and possibly related to you--would die like flies with no one to care for them.

Once again we must fight against the ethnic minority junta, but we should not block any aid given to that country. No matter how much money is wasted, what is built will remain there long after the ghosts of the dictators disappear. And if you are bold enough go to Ethiopia and help your people. Believe me as soon as I finish my studies I will go back to Ethiopia and join one of the universities. I will share with my brothers and sisters the know knowledge and experience I have acquired

Since the end of world war two when the USA became famous so much aid has gone to Africa, the question is, has the lives of African people changed for the better? The answer as we all know is ofcourse NOT. In fact Africans had a much better life in the 1960s and 1970s than they do now. aid has NEVER developed a country and it NEVER will. It is a flawed statement to say fighting force can be created directly within Ethiopia. This is not the time of Italian invasion nor 18th century where the jungles can serve you as a hide out. After all we are fighting with our own kins bought by TPLF fat money.

Eritrea is an important ally to liberate ethiopia. Not knowing this reality is a fantacy thinking. This has been one of our drawback for ten years. There is no reason for Eritrea to benefit out of Ethiopia’s disintegration. Isayas is a reliable partner to free Ethiopia. He hates TPLf to its bone. That is important. He understands that if Ethiopia is disintegrated, Eritrea cannot be benefitted. He is not bone headed to think otherwise. After all, TPLF got into power through Eritrea. Why is it s sin for ethiopians to do the same. Why should we stuck our mind to Assab. If TPLF is in power there is no Assab. Let's face it. Maybe we need a repressive regime to get anything done in Ethio. Ethios can't even have a civil conversation when having different opinions. The only thing that makes sense is 'dulla ena kuta'. Somehow, being civil, accomodating and understanding is understood as being stupid and meek so ppl take advantage of it. Without really LIVING the idea of being democratic in our personal approaches, I don't see how we expect that to work in our politics loool.

But then, please also consider the idea that the World Bank is just an intermediary that enables a bunch of old rich westerners litterally screw poor nations under the guise of development and aid. So their idea of a repressive nation is the one that's repressive to THEM not necessarily repressive on its people and its people's needs. This stupid donor agencies and the jungle government of Ethiopia are both masking poverty to report as success just to prove that the empty promise of achieving the Millennium development goal . They are preparing us for that date of 2015 to say somehow they achieved the promised goal. the money sent to Ethiopia is spent on themselves but no one. They are investing on lavish empty talk meetings, workshops, site visits and corruption, building concrete building in Adis by UN officials and so on. We just heard that a Bulgarian and some Philippine scum have stolen millions from this investment money. As someone said above, just get out and leave us alone. You talk and you eat, but we listen and watch. That is a truth.

People managed to live on their own without aid for thousands of years. When given no other option people will work hard and do any thing to survive. Those countries and people giving us aid are humans with limitations and weakness like us - it is only through hard work they they are able to feed them selves and have some extra to give to others. For the Extreme Diaspora who are after a comfortable chair in Arat Kilo and who thinks they can mange 80million ppl from DC Zigubigne Bet...the answer is YES!

For these group of ppl, the Ethiopian Poor are THE SACRIFICIAL LAMB TO TOPPLE EPRDF!

dictators are dictators like the one we have, they use NGOs assistance, using it as if their gestor to the people of that area,I have seen it. where ever there is NGOs the government of Meles cutting the budget of that area. NGOs should not be giving any assistance to this kind dictator and represive government
